The improvements for the frontage road shall be constructed in conformance with the <br /> standards for a 50-foot right-of-way rural road. The construction of the frontage <br /> improvements will be deferred upon execution by the owner of a Deferred Frontage and <br /> Roadway Improvement Agreement or a Secured Deferred Frontage and Roadway <br /> Improvement Agreement with a deposit equivalent to their estimated construction costs <br /> prior to approval of the Improvement Plan. (A $260.00 fee currently is required for <br /> processing per Development Title Table 9-240.2 in addition to a copy of the Grant Deed <br /> and an estimate for the required frontage improvements. The estimate shall be prepared <br /> by a Registered Civil Engineer with a typical section drawing on a form to be supplied by <br /> the Department of Public Works and submitted to the Department of Public Works for <br /> approval. As an option, the Department of Public Works will prepare the drawing and <br /> estimate for an additional fee of $115.00) <br /> (Development Title Section 9-1150.2 and Specific Plan for West Lane) <br /> 5. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. (The fee currently is $156.25 per <br /> daily trip-end generated in the Lodi area. The fee shall be automatically adjusted July 1 <br /> of each year by the Engineering Construction Cost Index as published by the <br /> Engineering News Record.) <br /> (Resolutions R-90-304, R-91-1025, R-93-167, R-94-179, R-95-650 and R-96-592) <br /> 6. A copy of the Final Site Plan shall be submitted prior to release of building permit. (The <br /> entrance to the parsonage shall be eliminated and combined with the south entrance, <br /> and acceleration and deceleration lanes shall be provided with each entrance.) <br /> 7. Verification shall be obtained from the Solid Waste Division (468-3066) that this <br /> development has addressed the items on the attached Waste Plan Format for <br /> Development Projects when the school is in operation. <br /> 8. A traffic study shall be required to determine the impacts and mitigations per phase at the <br /> following locations: <br /> a. Entrances to the project site. <br /> b. West Lane and Eight Mile Road intersection (including U-turns). <br /> C. Eight Mile Road and North 99 Frontage Road (west and east) intersections. <br /> d. Eight Mile Road and Lower Sacramento Road intersection. <br /> e. West Lane and Ham Lane intersection (including U-turns). <br /> f. West Lane and Armstrong Road intersection. <br /> g. West Lane and Morada Lane intersection. <br /> h. The following road segments: (1) Eight Mile Road (Lower Sacramento Road to <br /> State Highway Route 99) and (2) West Lane (Morada Lane to Eight Mile Road). <br /> The developer shall deposit funds with the County for all costs, as estimated by the <br /> Department of Public Works, Public Facilities Division, prior to Department of <br /> Public Works preparing or contracting for the required study. Any mitigation required by <br /> the traffic study shall be provided by the applicant.
