Your letter <br /> describes an alternative to land application of domestic wastewater generated from the Home Church, <br /> which is currently under construction in Lodi. The Home Church will contain all domestic wastewater <br /> generated in the church facility, store it in a holding tank temporarily, and dispose of the wastewater at <br /> the Lodi municipal wastewater treatment plant. Stormwater will be discharged to stormwater retention <br /> basins located on the property. Your correspondence indicated that long term wastewater management <br /> would likely include a package treatment plant. <br /> Since The Home Church will not be discharging any domestic wastewater to land, Waste Discharge <br /> Requirements (WDRs) are not required. You are reminded that discharge of domestic wastewater to <br /> land without WDRs or an authorized waiver is a violation of the California Water Code and exposes the <br /> discharger to enforcement, including administrative civil liability. <br /> The determination that WDRs are not required is contingent upon the submittal of an annual report <br /> documenting the wastewater disposal. Pursuant to California Water Code Section 13267, annual <br /> reports shall be submitted by 31 January of each year. The documentation shall be sufficient to <br /> determine the volume of wastewater produced,the method of storage, and the location of the disposal. <br /> Failure to submit the required reports may result in an administrative civil liability of$1,000 per day of <br /> violation. Also in accordance with Water Code Section 13267, the Regional Board reserves the <br /> authority to inspect the facility to determine compliance with the wastewater handling procedures. <br /> The Home Church shall provide written notification to the Regional Board of any change in ownership <br /> and shall provide the information in this letter to any new owner and/or operator of the site. Please <br /> contact the San Joaquin County Department of Environmental Health for a permit to install the holding <br /> tank.
