_ Analysis <br /> Background <br /> The existing marina facility has been in operation since the 1940s. The marina contains 60 covered boat <br /> slips and 20 uncovered boat slips. The facility also includes a small cafes and general store. No Use <br /> Permits were approved for the original marina facility. A Use Permit(U-77-24)was approved in 1977 for the <br /> addition of 2 boatsheds and a boat launching ramp. <br /> Riparian Habitat <br /> The project site is located adjacent to Whiskey Slough. The majority of the site, including the location of the <br /> proposed dry boat storage, is designated OS/RC (Resource Conservation) in the General Plan. <br /> Development Title Section 9-1510.5 states that parallel to any natural bank of a waterway, a natural open <br /> space for riparian habitat and waterway projection shall be maintained to provide nesting and foraging <br /> habitat and the protection of waterway quality. The minimum width of said open space is one-hundred (100) <br /> feet, measured from the mean high water level of the natural bank of Whiskey Slough, or fifty(50)feet back <br /> from the existing riparian habitat, whichever is greater. No development will be allowed within this setback <br /> area, except for water dependent uses.
