_ Analysis
Background
The existing marina facility has been in operation since the 1940s. The marina contains 60 covered boat
slips and 20 uncovered boat slips. The facility also includes a small cafes and general store. No Use
Permits were approved for the original marina facility. A Use Permit(U-77-24)was approved in 1977 for the
addition of 2 boatsheds and a boat launching ramp.
Riparian Habitat
The project site is located adjacent to Whiskey Slough. The majority of the site, including the location of the
proposed dry boat storage, is designated OS/RC (Resource Conservation) in the General Plan.
Development Title Section 9-1510.5 states that parallel to any natural bank of a waterway, a natural open
space for riparian habitat and waterway projection shall be maintained to provide nesting and foraging
habitat and the protection of waterway quality. The minimum width of said open space is one-hundred (100)
feet, measured from the mean high water level of the natural bank of Whiskey Slough, or fifty(50)feet back
from the existing riparian habitat, whichever is greater. No development will be allowed within this setback
area, except for water dependent uses. The site plan indicates that the dry boat storage building will be
constructed farther than 100 feet from the mean high water mark.
San Joaquin County PA-0600320/Lucchesi
.
