• -4- <br /> Each plant shall be operated and maintained in accordance with the <br /> operation and maintenance manual prepared by the municipality through the <br /> Clean Water Grant Program. [CWC Title 23, Section 2233(d)] <br /> B. Monitoring and Reporting Requirements <br /> 1. Monitoring and Records [Title 23, (California Code of Regulations (CCR), <br /> Div. 3, Chapter 14.] <br /> a. Samples and measurements taken for the purpose of monitoring <br /> shall be representative of the monitored activity. <br /> b. Records of monitoring information shall include: <br /> (1) The date, exact place, and time of sampling or measurements; <br /> (2) The individual(s) who performed the sampling or <br /> measurements; <br /> (3) The date(s) analyses were performed; <br /> (4) The individual(s) who performed the analysis; <br /> (5) The analytical techniques or methods used; and <br /> (6) The results of such analyses. <br /> C. Monitoring results must be conducted according to test procedures <br /> under 40 CFR Part 136 or, in the case of sludge use or disposal, <br /> approved under 40 CFR Part 136 unless otherwise specified in <br /> 40 CFR Part 503 or unless other test procedures have been <br /> specified in this permit. <br /> 2. Signatory Requirements [40 CFR 122.41(k)][40 CFR 122.22] <br /> a. All application reports or information to be submitted to the RWQCB <br /> Executive Officer shall be signed and certified as follows: <br /> (1) For a corporation: by a principal executive officer or at least <br /> the level of vice president; <br /> • (2) For a partnership or sole proprietorship: by a general partner <br /> or the proprietor, respectively; or <br />
