Analysis <br /> On March 27, 2007, the Planning Commission approved Use Permit Application No. PA-0500531 for a <br /> Recreational Vehicle campground. <br /> On April 3, 2007, the Mokelumne River School appealed the Planning Commissions approval of the project. <br /> The basis for the appeal was that the domestic sewer system and effluent disposal areas were too close to <br /> the school, and there were no conditions made on the safe operation of the domestic sewer system and the <br /> resulting effluent and sludge disposal. <br /> On May 22, 2007, the Board of Supervisors continued the appeal hearing indefinitely to allow time for the <br /> applicant to address issues regarding the type of sewage disposal system that will be utilized for the project, <br /> how the effluent sludge will be disposed, and what safety mechanisms will be in place to ensure the safe <br /> operation of the system. <br /> October 23, 2007, the Board of Supervisors passed and adopted a resolution to deny the appeal with an <br /> added condition that the wastewater treatment facility shall be located along the eastern property line. <br /> Time Extension Request <br /> The application was scheduled to expire on April 23, 2009. On February 13, 2009, the applicant submitted <br /> this application for a one-year Time Extension due to the complexity of the project and the current state of <br /> the economy. If the Time Extension is approved, the new expiration date will be April 23, 2010.
