Analysis On March 27, 2007, the Planning Commission approved Use Permit Application No. PA-0500531 for a Recreational Vehicle campground. On April 3, 2007, the Mokelumne River School appealed the Planning Commissions approval of the project. The basis for the appeal was that the domestic sewer system and effluent disposal areas were too close to the school, and there were no conditions made on the safe operation of the domestic sewer system and the resulting effluent and sludge disposal. On May 22, 2007, the Board of Supervisors continued the appeal hearing indefinitely to allow time for the applicant to address issues regarding the type of sewage disposal system that will be utilized for the project, how the effluent sludge will be disposed, and what safety mechanisms will be in place to ensure the safe operation of the system. October 23, 2007, the Board of Supervisors passed and adopted a resolution to deny the appeal with an added condition that the wastewater treatment facility shall be located along the eastern property line. Time Extension Request The application was scheduled to expire on April 23, 2009. On February 13, 2009, the applicant submitted this application for a one-year Time Extension due to the complexity of the project and the current state of the economy. If the Time Extension is approved, the new expiration date will be April 23, 2010. The requested Time Extension does not alter any of the previously approved conditions of approval, and approval of the Time Extension is consistent with the requirements of the Development Title.
