FAX: 209-468-3163
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
Attn: Kathy Allen
We object to the project (Application # PA-0500531 (UP) to put an RV trailer park at
the corner of Woodbridge Rd. and the Highway 99 Frontage Rd_ for reasons that it
would compound the problems we residents have already. Problems that heretofore
have only resulted in promises, not solutions. Our problems are as follows:
1) In the late 1980's, we became aware of the fact that the Victor Brand (Goehring)
meat processing plant, located on 99 Frontage Rd. just south of Woodbridge Rd., had
contaminated our drinking water, and, in fact, had resulted in large plume of contaminated
water in the aquifer under our homes. Lawsuits ran rampant, and the California State
Water Quality became involved. Victor Brand was told to clean up the contaminated
plume, they installed a "deep well injection system", and they drilled new wells for us,
the residents along Woodbridge Road. Then they went bankrupt, abandoned the
deep well and abandoned the property. The contaminated plume still sits under us,
threatening the purity of our drinking water. The worst contamination is under the
proposed project.
We are concerned that the increased demand for water (and the increased use of
the existing well on the property of the proposed project) will contaminate our
fragile plume of safe water.
If this project is to go forward, we ask that someone cleans up the contaminated plume
first. We have spoken to Mr. Tim O'Brien at the State Quality Control Board in
Sacramento. He tells us he is writing a letter to you also.
2) In the late 1990's, homes along Woodbridge Rd. and the 99 Frontage Rd.
(including the residents of the Arbor Mobile Home Estates) were flooded. We,
personally, sustained thousands of dollars of damage. Our problem was that the
drainage away from our area was inadequate. Much of the flood drainage went into
the field where the proposed project may be built, surrounded by a tall, block or
concrete fence. The County officials, including the Supervisor, promised to evaluate
the situation and find a solution to our drainage problem. We even had a meeting
with County officials at Houston School within a year after the flooding. They asked
for our input, and said they would get back to us with their thoughts. At present,
nothing further has been done.
