PA-0500531 (UP), RECREATION CAMPGROUND AND <br /> VEHICLE PARK,ACAMPO, SAN JOAQUIN COUNTY <br /> 1 have reviewed the Application Referral No. PA-0500531 (UP) for construction of a recreation <br /> campground and recreational vehicle park at 4620 E. Woodbridge Road, Acampo that was distributed by <br /> San Joaquin County Community Development Department. The document briefly describes the facility. <br /> Disposal of domestic wastewater is not described in the Application Referral with the exception of a <br /> reference to "Purchase plant with filter beds," on the Site Plan figure. Presumably,on-site wastewater <br /> disposal is planned_ The project proponent should be aware of the low permeability soils that will likely <br /> exist at the site; nearby domestic wastewater systems have experienced problems disposing of treated <br /> wastewater. <br /> If wastewater is generated and treated, stored, or disposed on site, other than in septic systems for which <br /> the Board has delegated oversight to the County, then Waste Discharge Requirements (WDRs)will be <br /> required. If WDRs are required, the property owner shall submit a Report of Waste Discharge (RWD) at <br /> least 140 days prior to discharging wastewater at the site. California Water Code Section 13260 requires <br /> submittal of the RWD. Discharge of wastewater to the municipally owned sewage treatment system <br /> does not require site specific WDRs. It is staff s understanding that the area is not presently served by a <br /> wastewater collection system. <br /> Nearby Groundwater Pollution <br /> Operation of a domestic well to serve the proposed facility may cause a groundwater plume to migrate. <br /> The proposed facility is located approximately 2,500 feet north of the Victor Fine Foods site that <br /> historically polluted groundwater quality with Total Dissolved Solids (TDS). The Victor Fine Foods site <br /> is closed now but the polluted groundwater has not been completely cleaned up. Operation of domestic <br /> well might result in more rapid transport of TDS impacted groundwater toward the proposed facility. <br /> This impact should be considered in California Environmental Quality Act documents. <br /> Californias Environmental Protection Agency <br /> 0 Recycled Paper <br />
