Box 690339 <br /> Stockton, CA 95269-0339 <br /> APPROVAL OF EXTENSION REQUEST, OAKWOOD LAKE WASTEWATER TREATMENT <br /> FACILITY, SAN JOAQUIN COUNTY <br /> The treatment and discharge of domestic wastewater from the Oakwood Lake Wastewater <br /> Treatment Facility is regulated by Waste Discharge Requirements (WDRs) Orders <br /> R5-2006-0114 and R5-2016-0068. Oakwood Lake Water District (Discharger) owns and <br /> operates the facility and is responsible for compliance with the WDRs. <br /> On 13 April 2017, Central Valley Water Board staff issued a Notice of Violation (NOV) to the <br /> Discharger for the unauthorized discharge of treated wastewater/recycled water to the land <br /> application areas in violation of the WDRs. The NOV required the Discharger to submit a Sewer <br /> Collection System Inspection Report, a Sewer System Maintenance Plan, a Revised Water <br /> Balance and a Spill Contingency Plan by 15 June 2017. <br /> On 6 June 2017, staff received a Status Report and Time Extension Request. The report <br /> indicates that the items required by the NOV are being prepared, however, additional time is <br /> needed to complete the reports. Therefore, the Discharger requested an extension from <br /> 15 June 2017 to 31 July 2017 to submit the reports. <br /> Additionally, staff has been informed that Oakwood Lake Water District is currently pursuing a <br /> connection to the City of Manteca's Sanitary Sewer System for wastewater disposal. As a <br /> result, Permitting staff will be preparing a Cleanup and Abatement Order to provide the <br /> Discharger time needed to facilitate the transfer of wastewater to the City of Manteca <br /> Wastewater Treatment Facility. Therefore, only the Sewer Collection Inspection Report will <br /> need to be submitted. Please submit the Sewer Collection Inspection Report no later than the <br /> requested date of 31 July 2017. All other items required by the NOV are no longer necessary. <br /> As a reminder, this office has transitioned to an electronic filing system. All documents, <br /> including monitoring reports shall be converted to a searchable Portable Document Format <br /> (PDF) and submitted by email to centralvalleysacramento@waterboards.ca.gov. The e-mail <br /> shall contain the following: (a) Regulated Party (Oakwood lake Water District), (b) Facility name <br /> (Oakwood Lake WWTF) (c) Title and Date of the Report, and (d) CIWQS Place ID No. 241099. <br /> Documents that are 50 MB or larger should be transferred to a CD, DVD, or flash drive and <br /> mailed to our office, attention "ECM Mailroom." <br /> KARL E.
