Box 690339 <br /> Stockton, CA 95269-0339 <br /> APPROVAL FOR CAPACITY INCREASE, OAKWOOD LAKE WATER DISTRICT, <br /> OAKWOOD LAKE WASTEWATER TREATMENT FACILITY, SAN JOAQUIN COUNTY <br /> Central Valley Water Board (Water Board) staff has reviewed the technical report titled <br /> Recycled Water Expansion Report (RWER) — Phase 1 B dated September 2016. The RWER <br /> was submitted by Oakwood Lake Water District (OLWD) to request an increase of the permitted <br /> monthly average influent flow from 77,700 gallons per day (gpd) to 86,300 gpd at the Oakwood <br /> Lake Wastewater Treatment Facility (WWTF). Staff has reviewed the report and determined <br /> that it is complete. <br /> The Oakwood Lake WWTF is regulated under Waste Discharge Requirements (WDRs) <br /> Order R5-2006-0114-002 which was amended by Order R5-2016-0068 on 19 August 2016. <br /> The WWTF serves a mobile home community and was expanded to accommodate new <br /> residential and commercial developments within the Oakwood Lake Resort community. The <br /> treatment system equipment was constructed as part of the Phase I development. Recycled <br /> water storage ponds and land application areas were constructed in phases to accommodate <br /> future residential and commercial developments. <br /> In accordance with Discharge Specification B.2 of WDRs R5-2006-0114-002, <br /> "Effective on the date of Executive Officer approval of the reports required by Provision <br /> G.I.e, G.I.f, and G.1.h for each successive expansion of the WWTF, influent flows shall <br /> not exceed the average monthly flow limit specified in the approval letter." <br /> Provision G.1.e requires the Discharger to submit an As-Built Report certifying WWTP <br /> construction. Provision G.1.f requires submittal of a Recycled Water Application Plan. And <br /> Provision G.1.h requires submittal of a Recycled Water Expansion Report. <br /> The RWER included a water balance capacity analysis demonstrating that the existing pond <br /> capacity including an additional 1.8 acres of land application areas provides sufficient storage <br /> and disposal capacity for a monthly average wastewater flow of 86,300 gpd.
