Box 77980 <br /> Stockton, CA 95267 <br /> NOTICE OF TENTATIVE <br /> TIME SCHEDULE ORDER FOR <br /> OAKWOOD LAKE WATER DISTRICT <br /> WASTEWATER TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> Waste Discharge Requirements (WDRs) Order R5-2006-0114 authorizes the discharge to land of <br /> effluent from Oakwood Lake Water District's wastewater treatment facility. Due to increases in <br /> influent flow rates, an inadequately sized wastewater treatment system, and numerous violations of <br /> the existing WDRs, Oakwood Lake Water District (OLWD) has proposed to either connect to a <br /> regional wastewater treatment plant (City of Manteca) or upgrade or replace the existing on-site <br /> wastewater treatment system in order to bring the discharge into compliance. <br /> The Central Valley Regional Water Quality Control Board (Central Valley Water Board) has prepared <br /> a tentative Time Schedule Order (TSO) that proposes interim effluent limits which would allow OLWD <br /> to continue to pursue a connection to the City of Manteca or construct a new treatment facility while <br /> minimizing effluent limit violations. In addition, the TSO proposes a deadline for OLWD to notify the <br /> Central Valley Water Board regarding its selection to either connect to a municipal sewer system or <br /> upgrade/replace the existing wastewater treatment facility. <br /> The TSO will be in effect until 1 February 2023, at which time discharges from the existing <br /> wastewater treatment facility will be in compliance with WDRs R5-2006-0114 or discharges will be <br /> eliminated altogether. <br /> Any comments or recommendations concerning the enclosed tentative TSO must be <br /> submitted to this office by 5:00 pm on 24 September 2018 in order for us to give full <br /> consideration. <br /> In order to conserve paper and reduce mailing costs, a paper copy of the tentative TSO has <br /> been sent only to OLWD.
