Natalia Subbotnikova, an Environmental Health Specialist with San Joaquin County Environmental Health was also <br /> present. I asked the manager, Mike Montijo, how they were handling their waste tires and he stated that they were hauling <br /> 20 waste tires at a time. I asked which vehicle he was using to haul waste tires. He showed me the truck they were using. <br /> The truck was a Chevy Pickup, CA license plate# 5R97805. I checked the truck for a waste tire hauler decal and asked <br /> Mike if he had a hauler placard in the truck. He could not produce a placard and the truck did not have a decal. I asked <br /> Mike to show me waste tire manifests for tires hauled from the facility. He did not have waste tire manifests. <br /> I wrote violations for PRC 42951 and 14CCR 18462 and had Mike sign the inspection report.
