The Workplan was prepared in preparation of submittal of a
Waste Discharge Requirement (WDR) permit amendment request. The amendment is
required because the Reclamation District 17 is widening levees to improve flood control. A
portion of the widened levee will become a future land application area if the area complies
with the requirements in WDRs Order No. R5-2006-0114 and future proposed amendments
and gains the approval of the oversight agency charged to protect the integrity of the levee.
11
Please address the following items in a written addendum prior to implementing the
Workplan.
1. Written project acceptance from a person of authority with the oversight agency,
Reclamation District 17.
2. The Workplan describes installation of four temporary wells. Please describe:
a. How the wells will be secured to prevent unauthorized access.
b. How the bentonite grout will be placed (the bentonite must be hydrated and
installed using a tremie pipe or acceptable alternative).
c. Haw the wells will be grouted when the casing is removed from the well (the neat
cement described must be placed using a tremie pipe or acceptable alternative).
Because these wells will be located in a future land application area, the grout
installation is considered especially important.
3. You may test the groundwater samples for the presence of coliform organisms, but
based on the well construction technique and lack of development, the samples have a
high probability of positive results. Testing for coliform organisms in this groundwater
investigation is not critical, although pending authorization to use the land application
area, coliform testing will be required when permanent wells are-installed in theland
application area.
California Environmental Protection Agency
CaRecycled Paper
