The Workplan was prepared in preparation of submittal of a <br /> Waste Discharge Requirement (WDR) permit amendment request. The amendment is <br /> required because the Reclamation District 17 is widening levees to improve flood control. A <br /> portion of the widened levee will become a future land application area if the area complies <br /> with the requirements in WDRs Order No. R5-2006-0114 and future proposed amendments <br /> and gains the approval of the oversight agency charged to protect the integrity of the levee. <br /> 11 <br /> Please address the following items in a written addendum prior to implementing the <br /> Workplan. <br /> 1. Written project acceptance from a person of authority with the oversight agency, <br /> Reclamation District 17. <br /> 2. The Workplan describes installation of four temporary wells. Please describe: <br /> a. How the wells will be secured to prevent unauthorized access. <br /> b. How the bentonite grout will be placed (the bentonite must be hydrated and <br /> installed using a tremie pipe or acceptable alternative). <br /> c. Haw the wells will be grouted when the casing is removed from the well (the neat <br /> cement described must be placed using a tremie pipe or acceptable alternative). <br /> Because these wells will be located in a future land application area, the grout <br /> installation is considered especially important. <br /> 3. You may test the groundwater samples for the presence of coliform organisms, but <br /> based on the well construction technique and lack of development, the samples have a <br /> high probability of positive results. Testing for coliform organisms in this groundwater <br /> investigation is not critical, although pending authorization to use the land application <br /> area, coliform testing will be required when permanent wells are-installed in theland <br /> application area. <br /> California Environmental Protection Agency <br /> CaRecycled Paper <br />
