The workplan was prepared in response to Waste <br /> Discharge Requirements Order No. R5-2006-0114 Provision GA,b. to characterize <br /> groundwater quality prior to waste application at planned land application areas for a new <br /> residential development. <br /> In addition, the workplan was discussed at a 16 February 2007 meeting at the Regional Water <br /> Board's office. We discussed the proposed location of Basin No. 4 presented in the workplan; <br /> the proposed location is different than described in the Report of Waste Discharge. Waste <br /> Discharge Requirements Order No, R5-2006-0114 (WDRs) describe the wastewater treatment <br /> system, including land application areas and recycled water storage ponds in Findings No. 5, <br /> 23, 28, 29, and Water Recycling Specification No. 6. Discharge Prohibition No. 5 prohibits <br /> application of recycled water in a location other than described in the WDRs. Technically, <br /> relocation of Basin No. 4 to an area other than presented in the RWD would be a violation of <br /> the Order. However, Discharge Specification B.3 requires adoption of a resolution by the <br /> Regional Water Board before wastewater flow rates can increase above 55,000 gallons per <br /> day. Because Basin No. 4 is planned for Phase 11 of the wastewater system, you may request <br /> that relocation of the Basin No. 4 be considered as part of the resolution. Such an approach <br /> may result in the need for additional groundwater monitoring wells. <br /> Another topic of discussion at the meeting was the need to monitor all land application areas. <br /> It was noted that some of the land application areas are irregularly shaped. The Recycled <br /> Wafer Expansion Report (RWER), required by Provision GA .h, requires confirmation that the <br /> proposed land application area(s) overlie shallow groundwater with an average TDS <br /> concentration of 850 mg/L or more. The workplan must describe an investigation that will <br /> produce data on the groundwater quality in all proposed land application areas (or a <br /> characterization that is adequate to reasonably conclude groundwater conditions comply with <br /> the requirement). In some of the areas, grab groundwater sampling may be adequate to <br /> determine the groundwater quality for the purpose of preparation of the RWER.
