Woodward Avenue
Manteca, CA 95337
CONDITIONAL APPROVAL OF GROUNDTVA TER SAMPLING WORKPLAN, MANTECA, SAN
JOA QUIN COUNTY
I have reviewed the "Proposed Groundvvater Sampling TVorkplan, " prepared by Holdrege & Kull, dated
15 July 2001. The plan was prepared in response to Waste Discharge Requirement Order No. 5-01-113,
Provision G.Lb.
After reviewing the workplan, I have the following comments:
— The proposal to disinfect the monitoring wells one time is acceptable. You should develop the
wells, if needed, prior to pouring the disinfectant solution into the well. Mix the disinfectant
with a sufficient amount of water to ensure the disinfectant reaches the saturated zone. Use a
tool to surge the disinfectant solution into the sand pack.
— Please prepare a summary table that lists the sample container, preservatives, and allowable
holding times for all the analytes. Note that the total coliform organisms analysis requires a
specially cleaned, sealed sample container that must be provided by the analytical laboratory.
— Because well disinfection is planned, the wells shall be sampled for trihalomethanes during the
first sample event.
It is noted that the wells installed in the proposed wastewater application area, and other wells installed
around Oakwood Lake are not included in the monitoring well sampling plan. Inclusion of those wells
in the monitoring network for the existing treatment system addressed by Waste Discharge
Requirements Order No. 5-01-113 is not required at this time. For planning purposes, you will need to
provide a minimum of four quarters of monitoring data from the wells in the proposed expanded
wastewater system Report of Waste Discharge.
The workplan is approved on the condition that the above comments are addressed in an addendum letter
to be submitted prior to disinfection and sampling activities.
California Environmental Protection Agency
cla Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at hap://\tww jRTcb.ca.9ov,'RVgc1b5
