SAN J O � � I `II411, Environmental Health Department <br /> C0uNT`r' <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MORADA PRODUCE 500 N JACK TONE RD, STOCKTON September 19, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 5 HSC 25505(a)(1) Failed to complete and/or submit hazardous materials inventory for all reportable materials on site. <br /> 55 gallons of Anti-freeze, 55 gallons of Vegetable Luster, 220 gallons of Diluted PacRite FDL were found on site that <br /> have not been reported. The facility reported 500 gallons of Gasoline and stored 1,000 gallons of Gasoline oniste, <br /> 2240 cubic feet of Compress Oxygen found onsite and Only 280 cubic feet report.165 gallons of Cut-414 found <br /> onsite and only 55 gallons reported, 3,840 pounds of Profume found onsite and only 1,250 pounds reported. .The <br /> facility reported 2Any material that meets or exceeds the reportable quantity shall be reported in the facility's <br /> business plan. Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br /> approval. <br /> This is a minor violation. <br /> 6 HSC 25505(a)(2) Failed to complete and/or submit a site map with all required content. <br /> A site map was not completed with all the required elements. The current site map does not address the locations <br /> of all the chemicals stored onsite.The site map does not address the location of the BioSide HS 15%, Sanitation <br /> chemicals, compress gases(Oxygen,Acetylene, Profume, and Anti-freeze). Some of the chemical locations on the <br /> site map are not current such as Methyl Bromide location.The ammonia location on the site map is not readable. <br /> The facility has a retention pond and yard drains that are not included on the site map. <br /> The A site map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer <br /> drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous material handling and <br /> storage areas, and emergency response equipment. If a site map element is not applicable for your facility then list <br /> it on the map and label as"NA". Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br /> This is a minor violation. <br /> 7 HSC 25505(a)(3) Failed to establish and/or submit emergency response procedures for a release or threatened <br /> release. <br /> The emergency response procedure was not updated. David Ceja stopped working for the company six months ago <br /> and he is listed in the emergency response program document. A business plan shall include the following <br /> emergency response procedures for a release or threatened release of hazardous materials, including, but not <br /> limited to,the following: <br /> -immediate notification of local emergency personnel and the Environmental Health Department(EHD) <br /> -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment <br /> -evacuation plans and procedures, including immediate notice,for the site <br /> Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the <br /> correct or updated information, and submit to the EHD for approval. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Onsite to conduct a hazardous materials business plan inspection. There were three violations during the <br /> inspection. One violation was corrected onsite.
