2018 ANNUAL GROUNDWATER MONITORING REPORT FORMER KEARNEY—KPF FACILITY-STOCKTON,CALIFORNIA <br /> treat 1,4-dioxane.On December 11, 2003,full-scale operation of the treatment system resumed with consent from <br /> the CVRWQCB and DTSC.In addition to removing 1,4-dioxane,the ultraviolet/oxidation component also treats VOCs. <br /> The treatment system was shut down in March 2012 for a rebound study. During the rebound study, the system <br /> was operated briefly twice a year, during the semi-annual and annual groundwater monitoring events, to sample <br /> the extraction wells and treat purge water from monitoring wells. The treatment system was restarted on January <br /> 15, 2015,for full-time operation in response to concern from the DTSC that there was rebound in some wells. <br /> The DTSC permit(DTSC 2017) allows for pulsing of the treatment system. As discussed in the post-closure permit <br /> application (Dudek 2017b), the treatment will be pulsed in approximately 3-month cycles in an effort to increase <br /> the removal efficiency and further decrease concentrations of constituents of concern (CDCs) at the site. <br /> Accordingly, the treatment system was shut down during Q1 and Q3 of 2018 and operated during Q2 and Q4. In <br /> addition, as discussed in the permit application and approved per the permit, the air stripper and associated <br /> equipment became redundant; the ultraviolet/oxidation unit is sufficient for the treatment of groundwater. Thus, <br /> the air stripper,acid delivery system,transfer pump,and blower were turned off on September 28, 2017.Operation <br /> and monitoring of the treatment system follows the provisions outlined in Waste Discharge Requirement Order No. <br /> R5-2017-0125 and MRP Order No. R5-2017-0125 (CVRWQCB 2017a, 2017b). <br /> Operational time(or uptime)for the treatment system from 2003 through 2018 is shown in Table 1.2-1. <br /> Table 1.2-1.
