6 Post-Closure Cost Estimate
A revised post-closure cost estimate based on the new groundwater monitoring schedule and treatment system
operation and monitoring outlined in the permit is included in Table 10, Post Closure Cost Estimate, and Table 11,
Post Closure Cost Estimate Detail. The estimated cost is based on estimated duration of cleanup activities and the
following assumptions:
• Groundwater monitoring costs for 2019-2048 are based on the new monitoring schedule discussed
in the post-closure permit application (Dudek 2017b). Costs also include reporting.
• Groundwater extraction and treatment termination is assumed to occur by 2028, followed solely by
groundwater monitoring to confirm sustained compliance.
• Prior to termination of corrective action measures, the groundwater extraction and treatment system will
be pulsed on and off at intervals such that the system is actively operating approximately 50%of the time.
• The groundwater treatment system will be dismantled by 2048.
• Quality assurance/quality control samples include one duplicate and one field blank for every 10 wells
sampled and one trip blank per shipment.
• Dedicated sampling pumps will be replaced at an annualized rate of one per year.
• Under the proposed schedule, groundwater monitoring reports are prepared and submitted after each
monitoring event.
Based on these assumptions,post-closure costs are estimated to be approximately$5,117,413.
D U D E K 10886-1
21 March 2019
