( "Cal Tank" ) has submitted <br /> to the State Department of Health Services ( "DOHS" ) a request <br /> for a variance from requirements to obtain a hazardous waste <br /> treatment facility permit pursuant to state hazardous waste <br /> management laws with regard to a truck washing facility it <br /> proposes to construct at its location in Stockton, California. <br /> DOHS has requested that Cal Tank obtain from San Joaquin County <br /> a determination whether the below grade elements of the <br /> facility would constitute "underground tanks. " <br /> We have spoken to Mr. Renaldo Crooks of your office <br /> regarding the Cal Tank facility. He has requested us to submit <br /> design information to you for review. A copy of the variance <br /> application is enclosed together with a schematic diagram of a <br /> new design which Cal Tank developed after the variance <br /> application was submitted . <br /> As you know, Cal Tank transports certain chemical <br /> products in truck trailers. The trucks and trailers are steam <br /> cleaned periodically. In addition, the trailers are washed out <br /> to remove any chemical residue following the delivery of <br /> product. In the original variance application, Cal Tank stated <br /> that it would be washing trailers that carried the following <br /> products : <br /> Sulfuric acid <br /> Sodium hydroxide <br /> Aluminum sulfate (alum) <br /> Ferrous chloride <br /> Ferric chloride <br />
