Ms. Laurie Catulla
June 4 , 1986
Page 3
The new design would separate the steam cleaning
facility from the tank washing facility and would locate the
oil separator and the neutralization chambers above ground.
The only elements below grade are the two collection sumps
which would receive the steam cleaning water and the trailer
wash water by gravity. The steam cleaning water would be
pumped automatically to the oil and grease separator and the
trailer wash water would be pumped automatically to the
neutralization chambers located above grade. As before, the
entire system is an automated flow through system with ultimate
discharge to sewer. The discharge will be monitored
automatically with continuous recorded readings. The monitor
will sound an alarm if unacceptable pH readings are obtained.
Please review the documents enclosed at your earliest
convenience. Given the new design, there should be no question
that the system does not involve an "underground tank. " If you
concur with this, please let us know immediately by telephone
with confirmation in writing at the earliest possible date.
Please also inform Claudia Johannsen at DOHS of your
determination. If you have any questions, we would be pleased
to meet with you in Stockton on Monday, June 9 .
The Cal Tank variance application was submitted to
DOHS on February 28. The company is very anxious to proceed
with construction of its new facility in order to meet the
requirements of the City of Stockton and to provide a safe and
efficient facility to wash its trucks. Cal Tank and we will
very much appreciate your assistance in facilitating the DOHS
decision on the variance application.
Very truly yours,
Patricia L. Shanks
cc: R.
