SECTION 4 (continued) <br /> F. Spill Containment Procedures (attach additional sheets if necessary) <br /> A . Neutralizer Area <br /> Small quantities of neutralizing chemicals ( < 100gals of <br /> H2SO4 , <200 gals . of NaOH) are maintained in use tanks on the <br /> neutralizer slab (diked area) . These are added by metering <br /> pumps (max . flow rate = 0 . 5 gpm) under pH control in the <br /> neutralizer tanks . All openings in the storage tanks are in <br /> the top , so that the only source for potential leaks or <br /> spills of these chemicals is from the low capacity metering <br /> pumps and transfer piping . Thus any potential spills will <br /> be small and fully contained within the diked slab . These <br /> will be neutralized , diluted with water and flushed to the <br /> sewer . They pose no potential threat to plant employees or <br /> r to people in surrounding areas . <br /> B. Wash Chemicals <br /> 2-2000 gal tanks are maintained on a diked concrete slab to <br /> hold hot ( 180° ) caustic and detergent solutions for use in <br /> washing tank trailers . These materials are circulated through <br /> spray nozzles into the tank trailers and returned to the storage <br /> tanks by means of circulating pumps . <br /> All wash rack employees are required to wear protective <br /> equipment (goggles or face shields , rubber gloves , suits & boots) <br /> when using either of these materials to wash tanks . (access <br /> to the wash rack is restricted to trained employees wearing <br /> protective equipment ) . The circulating pumps are stopped <br /> immediately (manually) in case of a leak in any of the <br /> circulating piping system , to preclude or minimize employee <br /> exposure to these chemicals . Any contact requires immediate <br /> washing of the affected area with copious quantities of water . <br /> The wash rack area has been designed to contain and collect <br /> all material discharged from the tank trailers . Therefore , any <br /> material which leaks from the system will also be contained <br /> and collected and will be processed in the neutralizer system <br /> and discharged to the sewer . <br /> This stystem does not pose a threat to employees other than <br /> those engaged in the washing operation ( who are specially <br /> trained and protected with safety gear) or to people in <br /> adjacent areas . <br /> C . Truck Yard <br /> Infrequently , a loaded vehicle may stop at the terminal <br /> enroute to its delivery . While extremely remote , a trailer <br /> may leak some of its contents shile at the terminal . The <br /> company has developed procedures to contain , neutralize and <br /> clean up any spills of this nature . It is also capable of <br /> transfering the material from the leaking trailer to another <br /> trailer if suitable repairs cannot be made to stop the release . <br />
