SECTION 4 (continued) F. Spill Containment Procedures (attach additional sheets if necessary) A . Neutralizer Area Small quantities of neutralizing chemicals ( < 100gals of H2SO4 , <200 gals . of NaOH) are maintained in use tanks on the neutralizer slab (diked area) . These are added by metering pumps (max . flow rate = 0 . 5 gpm) under pH control in the neutralizer tanks . All openings in the storage tanks are in the top , so that the only source for potential leaks or spills of these chemicals is from the low capacity metering pumps and transfer piping . Thus any potential spills will be small and fully contained within the diked slab . These will be neutralized , diluted with water and flushed to the sewer . They pose no potential threat to plant employees or r to people in surrounding areas . B. Wash Chemicals 2-2000 gal tanks are maintained on a diked concrete slab to hold hot ( 180° ) caustic and detergent solutions for use in washing tank trailers . These materials are circulated through spray nozzles into the tank trailers and returned to the storage tanks by means of circulating pumps . All wash rack employees are required to wear protective equipment (goggles or face shields , rubber gloves , suits & boots) when using either of these materials to wash tanks . (access to the wash rack is restricted to trained employees wearing protective equipment ) . The circulating pumps are stopped immediately (manually) in case of a leak in any of the circulating piping system , to preclude or minimize employee exposure to these chemicals . Any contact requires immediate washing of the affected area with copious quantities of water . The wash rack area has been designed to contain and collect all material discharged from the tank trailers . Therefore , any material which leaks from the system will also be contained and collected and will be processed in the neutralizer system and discharged to the sewer . This stystem does not pose a threat to employees other than those engaged in the washing operation ( who are specially trained and protected with safety gear) or to people in adjacent areas . C . Truck Yard Infrequently , a loaded vehicle may stop at the terminal enroute to its delivery . While extremely remote , a trailer may leak some of its contents shile at the terminal . The company has developed procedures to contain , neutralize and clean up any spills of this nature . It is also capable of transfering the material from the leaking trailer to another trailer if suitable repairs cannot be made to stop the release .
