El Dorado St. <br /> Stockton, CA 95206 <br /> Dear Mr. Ellis, <br /> REQUEST FOR CORRECTIVE ACTION - MARCH 23 , 1987 SPILL INCIDENT <br /> CALIFORNIA TANK LINES, INC. , SAN JOAQUIN COUNTY <br /> This is in regard to a spill incident on March 23 , 1987 in <br /> which 2596 gallons of a copper chloride solution spilled onto <br /> an unpaved section of the property located at 4130 S. E1 Dorado <br /> Street in Stockton. <br /> Section 66564, Title 22, California Administrative Code states <br /> a transporter shall clean up any hazardous waste discharge <br /> occurring during transportation or take such action as may be <br /> required or approved by federal, state or local officials so <br /> that the hazardous waste discharge no longer presents a hazard <br /> to human health or the environment. <br /> You are directed to submit a report detailing corrective action <br /> taken to mitigate the contamination caused by the spill. <br /> Please include the following in your report: <br /> o A chronology of events leading to discovery of the spill <br /> (ie, how long the tank was left in the yard prior to <br /> discovery, who and when were agencies notified, etc. ) <br /> Include a description of the material previously shipped <br /> by Tank T-11. If the material was a hazardous waste, <br /> provide a copy of the manifest and the steps taken to <br /> ready the tank for the next load. <br /> o Initial steps taken to mitigate the spill prior to the <br /> arrival of government agencies. <br /> o Step by step details of work performed by American <br /> Environmental Management Corporation and any other <br /> subsequent contractor on-site, on the adjacent property <br /> and in Walker Slough. Include volumes of liquid and soil <br /> removed, removal location and current location. Outline <br /> how the material is currently stored and contained. <br /> o Manifests used for transport of liquid and soil removed <br /> from the site. If liquid waste is to be treated on a <br /> one-time only basis prior to discharge into the sanitary <br /> sewer system, written approval from the City of Stockton <br /> and Department of Health Services (DHS) will be required. <br /> Any residual sludge must be managed as a hazardous waste <br /> unless laboratory analyses performed at a laboratory <br /> certified by DHS show no hazardous levels of copper, <br />
