4 t6_'-3 �uw rV <br /> April 12, 2010 <br /> City of Stockton <br /> Department of Municipal Utilities <br /> Environmental Control <br /> 2500 Navy Drive <br /> Stockton, CA 95206-1191 <br /> General Pretreatment Industrial Users,Permit Condition 15. <br /> RE: Accidental spills or upsets must be reported immediately, followed by written <br /> report within 5 working days. <br /> As reported on April 6,2010, OES Control#10-2214, a leak in the dilute acid process <br /> supply line was discovered. The total amount of dilute Hydrochloric Acid @ 4.0 Be (CAS <br /> #7647-01-0)that was lost to the pavement is estimated at 200 gallons, equivalent 32% acid <br /> concentrate loss is 30-35 gallons. <br /> Immediately upon discovery the process acid supply system was shut-down and drained. <br /> The dilute acid process supply line had developed a leak above a support bracket at a pipe <br /> union approximately 6 feet outside the calcium hydroxide bulk tank secondary <br /> containment. Dilute acid leaked to the pavement and drained into the industrial sewer <br /> system. The estimated duration of the release was 2 hours @ 1-2 gallons a minute. The <br /> supply line is bond strand fiberglass pipe. The repair by contracted services was <br /> completed @ 1900 and the system was returned to service following the required cure <br /> time. <br /> The release location and drainage system was rinsed several times to remove the acid. The <br /> acid solution was neutralized in the waste equalization tank as part of the wastewater <br /> discharge process.
