Thornton Road, San Joaquin Count, <br /> CONTACT(S): Mr. Del Kerlin, Assistant Wastewater Treatment Supervisor <br /> INSPECTION DATE: 9 February 2000 1000 — 1200 hrs <br /> INVESTIGATED BY: Robert Fagerness and Mark Bradley (Regional Board) <br /> ACCOMPANIED BY: Del Kerlin and Brett Moroz (City of Lodi) <br /> OBSERVATIONS AND COMMENTS: <br /> On 9 February 2000 Mark Bradley and I met with Mr. Del Kerlin, Assistant Wastewater Treatment <br /> Supervisor and Mr. Brett Moroz Chief Wastewater Plant Operator of the White Slough Water Pollution <br /> Control Plant. The inspection was specific to the chlorination and dechlorination processes of the <br /> plant, due to their failure from 3-4 January 2000, resulting in the release of an approximately <br /> 600,000 gallons of treated effluent at concentrations up to 8.2 mg/1 residual chlorine, equivalent to 26 <br /> pounds of chlorine discharged to Dredger Cut. <br /> The inspection involved an initial meeting to discuss the chlorination process and the reason why the <br /> chlorine release occurred as well as a physical inspection of the chlorine mixing, analysis, and <br /> dechlorination processes. The inspection also included observations of the receiving water at the <br /> effluent outfall and receiving water sampling stations. <br /> Chlorination Dechlorination Process <br /> The chlorine flash mixer, chlorine contact chamber and chlorine analyzers were inspected. There are <br /> three sampling locations (one after the flash mixer, one after the chlorine contact chamber, and one <br /> after the sulfonator). The samples are automatically drawn from these locations and piped to the two <br /> chlorine analyzers. There are no known problems associated with the auto samplers or tubing used to <br /> collect and deliver the samples to the chlorine analyzers. <br /> The first chlorine analyzer measures the sample collected after the flash mixer and is referred to as the <br /> dose analyzer. The second chlorine analyzer, is referred to as the residual analyzer, and measures <br /> residual chlorine after the contact chamber and also measures the chlorine residual after the sulfur <br /> dioxide injection point. The sample collected after the sulfonator is analyzed by the residual analyzer <br /> approximately once every 45 minutes over a several minute increment. There are no sulfur dioxide <br /> residual analyzers in use at this facility. <br />
