White Slough Water Poll utionfoontrol Plant -4- 21 March 2000 <br /> Inspection Report <br /> In addition to installing alarms, Mr. Kerlin indicated that he has developed contingency procedure for <br /> agency notification in the event of a future chlorine release. The procedure is attached as Attachment 3. <br /> Based on our discussions with Mr. Kerlin and Mr. Moroz. it is my understanding that there is no <br /> current written standard operating procedure for the plant or chlorination/dechlorination processes. <br /> APPLICABLE PERMIT CONDITIONS: <br /> The following permit conditions are directly or indirectly related to the violation that occurred on <br /> 4 January 2000: <br /> 1. NPDES permit CA0079243,WDR Order No. 93-030,Effluent Limitation B.2. prohibits <br /> discharge of daily maximum chlorine residual in excess of 0.1 mg/I from 16 October through <br /> 31 May. <br /> 2. NPDES permit CA0079243, WDR Order No. 93-030, Receiving Water Limitation F.4 "The <br /> discharge shall not cause chlorine to be detected in the receiving water in concentrations greater <br /> than 0.01 mg/1." <br /> 3. Standard Provision and Reporting Requirement. General Provision A.6. states, "The Discharger <br /> shall at all times properly operate and maintain all./acilities, systems of the treatment and control <br /> including sludge use and disposal facilities (and related appurtenances) that are installed or used <br /> to achieve compliance with this Order." <br /> "Proper operation and maintenance includes adequate laboratory controls and appropriate <br /> quality assurance procedures. This provision requires the operation of backup or auxiliary <br /> facilities or similar systems that are installed by the Discharger only when necessary to achieve <br /> compliance with this Order." <br /> 4. Standard Provision and Reporting Requirement, General Provision A.17. states, "The Discharger <br /> shall take all reasonable steps to minimize any adverse effects to water of the State or users of <br /> those waters resulting from any discharge or sludge use or disposal in violation of this Order. <br /> Reasonable steps shall include such accelerated or additional monitoring as necessary to <br /> determine the nature and impact of the noncomplying discharge or sludge use or disposal." <br /> 5. Standard Provision and Reporting Requirement, General Reporting Requirement B.1. states, "In <br /> the event the Discharger does not comply or will be unable to comply for any reason, with any <br /> prohibition, daily maximum effluent limitation, or receiving water limitation of this Order, the <br /> Discharger shall notify the Board by telephone (916) 255-3000 within 24 hours of having <br /> knowledge of such noncompliance, and shall con firm this notification in writing within S days, <br /> unless the Board waives confirmation. The written notification shall state the nature, time, <br /> duration, and cause of noncompliance, and shall describe the measures being taken to remedy the <br /> current noncompliance and,prevent recurrence including, where applicable, a schedule of <br /> implementation. Other noncompliance requires written notification as above at the time of the <br /> normal monitoring report." <br />
