5.1 AIR QUALITY <br /> the potential impacts of climate change within the state as well as strategies for minimizing <br /> those impacts. <br /> 5.1.7.3 Consistency with Local Requirements: SJVAPCD <br /> The SJVAPCD has been delegated responsibility for implementing local,state,and federal air <br /> quality regulations in the eight counties33 within the SJVAPCD. The project is subject to <br /> SJVAPCD regulations that apply to new sources of emissions,to the prohibitory regulations <br /> that specify emission standards for individual equipment categories, and to the requirements <br /> for evaluation of impacts from toxic air pollutants. The following sections include the <br /> evaluation of facility compliance with the applicable SJVAPCD requirements. <br /> Under the regulations that govern new sources of emissions,the project is required to secure <br /> a preconstruction Determination of Compliance from the SJVAPCD (Rule 2201),as well as <br /> demonstrate continued compliance with regulatory limits when the project becomes <br /> operational. The preconstruction review includes demonstrating that the project will use <br /> BACT and will provide any necessary emission offsets. <br /> Applicable BACT thresholds are shown in Table 5.1-43,along with anticipated potential <br /> emissions from each unit and criteria pollutant. SJVAPCD Rule 2201 requires BACT for each <br /> unit emitting CO,NO,VOC,SO, or PM10 (criteria pollutants) in excess of 2.0 pounds per <br /> highest day (with facility-wide CO emissions in excess of 200,000 pounds per year).
