SECTION 2.0:PROJECT DESCRIPTION <br /> To prevent biofouling in the circulating water system, sodium hypochlorite will be fed into <br /> the system.The hypochlorite feed equipment will consist of a bulk storage tank and <br /> two full-capacity hypochlorite metering pumps. A small storage tank and two full-capacity <br /> metering pumps will be provided for the feeding of either stabilized bromine or sodium <br /> bromide as alternate biocides. <br /> 2.1.11 Emission Control and Monitoring <br /> Air emissions from the combustion of natural gas in the CTG will be controlled using <br /> state-of-the-art systems. To ensure that the systems perform correctly,continuous emissions <br /> monitoring for NO,,and CO will be performed. Section 5.1,Air Quality,includes additional <br /> information on emission control and monitoring. <br /> 2.1.11.1 NO,, Emission Control <br /> Selective catalytic reduction will be used to control NO,,concentrations in the exhaust gas <br /> emitted to the atmosphere to 2 ppmvd from the gas turbines and duct burners. The SCR <br /> process will use anhydrous ammonia. Ammonia slip, or the concentration of unreacted <br /> ammonia in the exiting exhaust gas,will be limited to 10 ppmvd from the catalyst housing. <br /> The SCR equipment will include a reactor chamber,catalyst modules,ammonia vaporization <br /> and injection system, and monitoring equipment and sensors.The project will make use of <br /> the existing ammonia storage system,which consists of an anhydrous ammonia storage tank, <br /> spill containment basin,and refilling station with a spill containment basin and sump. <br /> 2.1.11.2 Carbon Monoxide <br /> An oxidation catalyst will be used to reduce the CO concentration in the exhaust gas <br /> emitted to the atmosphere to 3 ppmvd from the gas turbine. <br /> 2.1.11.3 Particulate Emission Control <br /> Particulate emissions will be controlled by the use of best combustion practices;the use of <br /> natural gas,which is low in sulfur,as the sole fuel for the CTG;and high-efficiency air inlet <br /> filtration; and a lube oil vent coalescer. <br /> 2.1.11.4 Continuous Emission Monitoring <br /> Continuous emission monitors will sample,analyze,and record fuel gas flow rate,NOX and <br /> CO concentration levels,and percentage of 02 or CO2 in the exhaust gas from the <br /> combustion turbine after it has passed through their respective catalysts in the HRSG. The <br /> data acquisition and handling system will generate reports of emissions data in accordance <br /> with permit requirements and will send alarm signals to the plant supervisory control <br /> system when emissions approach or exceed pre-selected limits. <br /> 2.1.12 Waste Management <br /> Waste management is the process whereby all wastes produced at LEC are properly <br /> collected,treated if necessary, and disposed of. Wastes include process and sanitary <br /> wastewater,nonhazardous waste, and hazardous waste,both liquid and solid.
