NOTICE OF PUBLIC HEA1&G 2 <br /> White Slough Water Pollution Control Plant <br /> • in writing to the Regional Board no later than 4 January 2000. All comments or objections received by <br /> this date will be considered in the draft waste discharge requirements. <br /> The hearing will not be conducted according-to the technical rules of evidence. The Board will accept <br /> any evidence or testimony that is reasonably relevant. <br /> Participants in the hearing are either designated parties or other interested persons. Only designated <br /> parties will have the right to cross-examination, and only other designated parties may be cross- <br /> examined. Interested persons (i.e.,non-designated parties)do not have a right to cross examination,but <br /> may ask the Board to clarify previous testimony. Interested persons may also be asked to clarify their <br /> testimony at the discretion of the Board. The designated parties for this hearing are as follows: <br /> • Staff of California Regional Water Quality Control Board, Central Valley Region <br /> • City of Lodi <br /> • Persons directly affected by the discharge <br /> All other persons wishing to testify or provide comments are interested persons and not designated <br /> parties. Such interested persons may request status as a designated party for purposes of this hearing by <br /> submitting such request in writing to the Board no later than 4 January 2000. The request must explain <br /> the basis for status as a designated party and in particular how the person is directly affected by the <br /> discharge. <br /> All interested persons may speak at the Board hearing, and may orally summarize their written <br /> submittals. Oral testimony will be limited in time by the Board Chair(typically no more than 15 <br /> minutes for designated parties and 3 minutes for other interested persons). Oral testimony must be <br /> relevant. Groups of speakers will be expected to select a spokesperson and not be repetitive. <br /> After considering the evidence,testimony, and comments, the Board may adopt the proposed NPDES <br /> permit. Any person aggrieved by the action of the Board may petition the State Water Resources Control <br /> Board to review the action within 30 days of the action. <br /> Anyone having questions.on the proposed NPDES permit should contact Robert Fagemess at <br /> (916)255-3022.
