r , <br /> WASTE DISCHARGE REQUIREMENTS ORDER NO. 2000-**** • r <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> 1 Monitoring results for other constituents did not indicate that any would be discharged at a <br /> level that would cause,have the reasonable potential to cause,or contribute to an in-stream <br /> excursion above a narrative or numerical water quality standard. <br /> 2 Based on 13 analyses from 1992 through 1995. <br /> 4. The majority of the industrial wastewater is collected in a separate sewer. The primary source <br /> of industrial wastewater is from food processors, with smaller volume flows from metal <br /> finishers. Flows range from 180 to 290 million gallons per year, with the highest flows to the <br /> plant associated with the canning season. Untreated industrial wastewater is reclaimed in the <br /> summer by flood irrigation of 950 acres of agricultural land owned by the Discharger. During <br /> the winter the industrial wastewater is stored in 40 acres of ponds. Review of self monitoring reports from June 1998 through August of 1999 indicates that waste <br /> water applied to reclamation fields had the following characteristics: <br /> Application did not occur from December 1998 through March 1999. <br /> Reclaimed waste flows (during application) ranged from 0.54 mgd to 10.66 mgd. <br /> BODS ranged from 21 mg/1 to 1344 mg/1 (August 1999). <br /> Total dissolved solids ranged from 430 mg/1 to 1658 mg/l. <br /> Specific conductance ranged from 620 µmhos/cm to 1694 µmhos/cm. <br /> 6. The Discharger is exploring the purchase of 500 additional acres of land for reclamation usage. <br /> The land is immediately south of the existing Discharger-owned property on Assessor Parcel <br /> Nos. 055-120-05, 055-120-09, and 055-120-10. This area is also shown on Attachment B. <br /> 7. A.fact sheet containing information regarding the facility and the regulatory basis for these <br /> requirements is included as Attachment C, and is a part of this Order. <br /> 8. Unchlorinated domestic effluent is mixed with the industrial wastewater and used for <br /> reclamation when industrial flows are less than that needed to meet irrigation needs on the <br /> Discharger's property. <br /> 9. Biosolids are treated by anaerobic digestion and stored in sludge stabilization ponds. Wet <br /> biosolids are currently handled by periodic blending with reclamation water and distributed via <br />
