WASTE DISCHARGE **** <br /> REQUIREMENTS ORDER NO. 2000- -8- <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> with Section 13389 of the California Water Code. <br /> 35. The City of Lodi has certified a final environmental impact report (EIR) and a supplemental EIR <br /> in accordance with the-California-Environmental Quality Act (Public Resources Code Section <br /> 21000, et seq.), and the State Guidelines for the plant expansion. The project may have the <br /> following significant impacts on water quality: <br /> a. Potential contamination of groundwater or Interstate 5 borrow pits with nitrogen <br /> compounds and other pollutants if agronomic rates of effluent and sludge application are <br /> exceeded on the City-owned agricultural fields. <br /> b. Potential health hazard for full water contact recreationists in Dredger Cut. <br /> c. Potential decrease of dissolved oxygen in White Slough and Bishop Cut due to an increase <br /> in pollutants (BOD and suspended solids) discharged. <br /> 35. The Board has reviewed the EIR and supplemental EIR, and these waste discharge requirements <br /> will mitigate or avoid the significant impacts on water quality listed above. This Order requires <br /> effluent and sludge be applied at levels not to exceed agronomic rates. Dredger Cut is required <br /> to be posted as a wastewater disposal area, and the Order requires the plant be upgraded to <br /> provide tertiary treatment. This Order also includes more stringent effluent limits for BOD and <br /> pro i t-h'b is surface water discharges when dissolved oxygen in the receiving water is less than <br /> 5 mg/l. <br /> 36. White Slough and,Bishop Cut are used for ooatwt,recreation,. Also, Dredger Cut, White <br /> Slough, and Bishop Cut are used by riparian users for irrigation supply on crops, which may <br /> include food crops. Dredger Cut has been posted as a wastewater disposal area. Current <br /> information available indicates that more stringent effluent limitations for disinfection are <br /> necessary to protect public health from contact recreation in Bishop Cut and White Slough, and <br /> agricultural supply for food crop production in Dredger Cut, Bishop Cut, and White Slough. To <br /> ID <br /> protect the beneficial uses of the receiving water, this permit contains effluent and receiving <br /> water limitations based upon water quality objectives contained in the Basin Plan and a time <br /> schedule to provide additional treatment. To protect the beneficial use of contact recreation in a <br /> receivin stream with less than twenty to one dilution, and,agricultural supply for food crop <br /> -._._._ __..._.. ...,a _._. <br /> irrigation, the California epartment of Health Services (DHS) recommends the wastewater be <br /> oxi 1z��ed, coagulated grid-fiTrered and the efflttentbe disinfected such that the median MPN of <br /> coliform orgamsms does not exceed 2.2/100 m miltrati of treatment _ <br /> n effective means of reducing <br /> viruses and parasites from the waste stream. T eatment is not prescribed by this <br /> Order, but must meet the DHS recommended level of treatment or equivalent. A turbidity <br /> effluent limitation has also been included to assure compliance with the DHS recommended <br /> level of treatment. <br /> The Board has considered the factors specified in Water Code Section 13263, including <br /> considering the provisions of Water Code Section 13241, in adopting the coliform limitation in <br />
