WASTE DISCHARGE REQUIREMENTS ORDER NO. 2000-**** -20-
CITY OF LODI
WHITE SLOUGH WATER POLLUTION CONTROL PLANT
SAN JOAQUIN COUNTY
measures for effluent toxicity. The TRE needs to be site specific but should follow EPA
guidance and be conducted in a step-wise fashion. The following is a tiered approach in
conducting the TRE:
Tier 1 includes basic data collection, followed by Tier 2, which evaluates optimization of
the treatment system operation, facility housekeeping, and the selection and use of in-
plant process chemicals. If unsuccessful in reducing toxicity, Tier 3, a toxicity
identification evaluation (TIE) should be initiated and all reasonable efforts using
currently available TIE methodologies employed. Assuming successful identification or
characterization of the toxicant(s), Tier 4 is to evaluate final effluent treatment options
and Tier 5 is to evaluate within plant treatment options. Tier 6 consists of follow-up and
confirmation once the toxicity control method has been selected and implemented.
Many recommended TRE elements parallel source control, pollution prevention, and
storm water control program best management practices (BMPs). To prevent
duplication of efforts, evidence of complying with those requirements may be sufficient
to comply with TRE requirements. By requiring the first steps of a TRE to be
accelerated testing and review of the facility's TRE workplan, a TRE may be ended in
its early stages. All reasonable steps shall be taken to reduce toxicity to the required
level.
11. The discharger shall conduct monitoring of groundwater upgradient and down gradient
of the wastewater treatment facilities and the reclamation and biosolids disposal areas.
An adequate number of wells shall be constructed to evaluate the impacts of the
operations. Within 90 days of adoption of this permit, the Discharger shall submit a
report regarding the adequacy of the existing wells for this purpose, and the need for
additional well(s). Plans and specifications for any additional well(s) shall be submitted
to.Board staff for review and approval prior to construction, and shall be installed within
90 days of approval. Any additional reclamation and/or biosolids disposal areas need
adequate wells in place prior to use of those areas.
If monitoring of the groundwater indicates that the discharge has caused an increase in
constituent concentrations at the point of compliance, as compared to background, the
Discharger will be required to conduct a study of the extent of groundwater degradation.
If the study indicates the discharge has incrementally increased concentrations in
groundwater, enforcement actions may be pursued and/or this permit may be reopened
and modified. For purposes of this Provision, points of compliance will be established
as near to the discharge areas as practical, but shall not extend beyond property owned or
controlled by the Discharger.
12. The Discharger shall use the best practicable cost-effective control technique currently
available to limit mineralization of both the domestic and industrial wastewater to no
more than a reasonable increment. The Discharger shall submit a plan to limit
