CITY OF LODI ' POLICIES AND
PUBLIC WORKS DEPARTMENT PROCEDURES
SEWER-8 Septic Waste Dumping Policy 2-3-93
The City has agreed with San Joaquin County to accept septic tank waste from the north part of the county
(north of Eight Mile Road, west and north to the Sacramento County lines and east to Amador and Calaveras
County lines) on an interim basis. Wastes originating from outside this area will not be accepted. It
Thris
understood that San Joaquin County is reviewing the prospect of establishing a Class 11 dump facility within its
boundaries which could be realized within three years (1995).
This procedure outlines requirements and/or restrictions that must be followed by septic tank pumper
companies authorized to discharge domestic holding tank waste at the White Slough Water Pollution Control
Facility located at 12751 North Thornton Road.
o Have a current Waste Discharge Permit (renewable every twelve months).
o Wastes must comply with Lodi Municipal Code Chapter 13.12 and any special provisions
established for this type waste.
o No waste will be accepted whose origin is a Sand/Oil Trap or Grease Interceptor.
\ o No waste will be accepted deemed hazardous by Federal, State, or Local regulations.
/ o Domestic holding tank waste shall only be discharged to Lodes sewer system at the designated
dump station located at 12751 North Thomton Road between the hours of 7:00 am. and 4:00
p.m., Monday through Friday, excluding holidays.
o In extreme situations or emergencies Lodi will accept waste on weekends/holidays. Due to limited
staff(1 person) during these time periods, an appointment must be scheduled in advance with the
duty operator. This scheduling can be accomplished by calling the White Slough Water Pollution
Control Facility at (209) 333-6749 between S a.m. and 12 noon on Saturday, Sunday or holidays.
If no answer, you will automatically enter Lodi's Voice Mail System. Our duty operator will review
the Voice Mail System at 12 noon and return any Septic Waste haulers call to schedule a time to
discharge at the White Slough Facility. On no occasion will this be before o a.m. or af'xe.4 p.m. if
hauler is unable to make the scheduled appointment, it is their responsibility to notify City staff and
reschedule.
This weekend/holiday service allowed in extreme situations and/or emergencies does take our staff
from their normal duties and will disrupt their schedules. Therefore, weekend/holiday dumping
privileges will constitute an additional twenty percent (20%) charge above the current rate.
o A domestic holding tank waste manifest (City furnished) must be submitted for each load detailing
origin(s) of waste. Drivers must also sign a White Slough Water Pollution Control Facility log
before dumping each load.
o Septic tank pumper company and their employees will be responsible for maintaining and clean up
of any spills at the designated dump station.
n,po,lp 7n -
