The arithmetic mean of 20°C BOD (5-day) and total suspended solids in
effluent samples collected in a period of 30 consecutive days shall not
exceed 15 percent of the arithmetic mean of the values for influent
samples collected at approximately the same times during the same
period (85 percent removal ) .
4. The discharge shall not have a pH less than 6.5 nor greater than 8.5.
5. The 30-day average dry weather (May through October) discharge flow
shall not exceed 8.5 mgd.
6. The peak wet weather discharge flow shall not exceed 15.6 million
gallons/day.
7. Survival of test fish in 96-hour bioassays of undiluted waste shall be
no less than:
Minimum for any one bioassay - - - - - - - - - 70%
Median for any three or more bioassays - - - - 90%
8. In order to comply with the Inland Surface Waters Plan and Enclosed
Bays and Estuaries Plan chronic toxicity objective, the effluent shall
not consistently exceed 10 TUc as a daily average. Consistent
exceedance is defined as 3 consecutive tests greater than 10 TUc.
Tests shall be conducted in accordance with the procedures outlined in
EPA 600/4-89/001 (Short-term Methods for Estimating the Chronic
Toxicity of Effluent and Receiving Water to Freshwater Organisms) and
EPA 505/2-90-001 (Technical Support Document for Water Quality Based
Toxic Control ) .
If the effluent consistently exceeds the chronic toxicity limitation
the Discharger shall submit for approval a workplan which includes all
reasonable steps to investigate the toxicity, shall implement the
workplan upon approval , and shall take all reasonable steps to reduce
or eliminate the toxicity.
C. Holding Ponds:
1 . The dissolved oxygen content of holding ponds shall not be less than
1 .0 mg/l for 16 hours in any 24-hour period.
D. Treated Domestic and Industrial Wastewater Reclamation Specifications:
1 . The discharge shall not cause degradation of any water supply.
2.
