WASTE DISCHARGE REQUIREMENTS <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY -9- <br /> 12. Reclaimed wastewater shall meet the criteria contained in Title 22, <br /> Division 4, CCR (Section 60301, et seq.) <br /> 13. Public contact with reclaimed water shall be precluded through such <br /> means as fences, signs, and irrigation management practices. <br /> 14. Reclaimed water controllers, valves, etc. , shall be affixed with <br /> reclamation water warning signs, and these shall be of a type, or <br /> secured in a manner, that permits operation by authorized personnel <br /> only. <br /> 15. Supplementing reclaimed water by connection with a domestic drinking <br /> water source or irrigation or industrial wells requires an air gap <br /> device. <br /> E. Sludge Management <br /> 1 . Collected screenings, sludges, and other solids removed from liquid <br /> wastes shall be disposed of in a manner that is consistent with Chapter <br /> 15, Division 3, Title 23, of the CCR and approved by the Executive <br /> Officer. <br /> 2. Any proposed change in sludge use or disposal practice from a <br /> previously approved practice shall be reported to the Executive Officer <br /> and EPA Regional Administrator at least 90 days in advance of the <br /> change. <br /> 3. Use and disposal of sewage sludge shall comply with existing Federal <br /> and State laws and regulations, and with CWA 405(d) technical standards <br /> when promulgated. <br /> If an applicable management practice or numerical limitation for <br /> pollutants in sewage sludge is promulgated under 405(d) of the CWA <br /> after issuance of this permit which is more stringent than the sludge <br /> pollutant limit or management practice specified in this permit or in <br /> existing Federal or State laws or regulations (e.g. 40 CFR part 257) , <br /> this permit shall be promptly modified or revoked and reissued to <br /> conform to the regulations promulgated under Section 405(d) of the CWA. <br /> The Discharger shall comply with the limitations by no later than the <br /> compliance deadline specified in the applicable regulations as required <br /> by 405(d) of the CWA. <br /> 4. The Discharger is encouraged to comply with the State Guidance Manual <br /> issued by the Department of Health Services, titled Manual of Good <br /> Practice for Landspreading of Sewage Sludge. <br /> 5. Application of sludge at rates in excess of the nitrogen requirements <br /> of the vegetation, or at rates that would cause excess nitrogen or <br /> metals to leach to ground water, is prohibited (See also D.10. , above) . <br />
