WASTE DISCHARGE REQUIREMENTS ORDER NO. 5-00- -19- <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> H. Provisions: <br /> 1. The Discharger shall maximize land disposal of effluent. The Discharger shall submit a <br /> plan to maximize land disposal of effluent within 180 days of adoption of this Order <br /> for approval by the Executive Officer. This report shall comply with the requirements of <br /> Section 60323, Title 22, of the California Code of Regulations. <br /> 2. The Discharger shall comply with the following time schedule to assure compliance with <br /> the treatment requirements to protect the beneficial uses of body water contact recreation <br /> and irrigation of food crops, as required by Effluent Limitation B.2. of this Order: <br /> Compliance Report <br /> Task Date Due <br /> Begin Design 1 March 2001 1 April 2001 <br /> Complete CEQA Process 1 December 2001 1 January 2002 <br /> Final Plans and Specifications 1 February 2002 1 March 2002 <br /> Begin Construction 1 May 2002 1 June 2002 <br /> Full Compliance 1 May 2004 1 June 2004 <br /> The Discharger shall submit to the Board on or before each compliance report due date, the <br /> specified document or, if appropriate, a written report detailing compliance or noncompliance <br /> with the specific schedule date and task. Board staff shall review and approve all plans and <br /> specifications of the proposed disinfection facility prior to construction activities. If <br /> noncompliance is being reported, the reasons for such noncompliance shall be stated, plus an <br /> estimate of the date when the Discharger will be in compliance. The Discharger shall notify <br /> the Board by letter when it returns to compliance with the time schedule. <br /> 3. The Discharger shall post Dredger Cut as a wastewater disposal area until such time as <br /> the discharge is in compliance with Effluent Limitation B.3. <br /> 4. The Discharger shall submit a report that evaluates its ability to comply with Biosolids <br /> Specifications within 90 days of adoption of this Order for approval by the Executive <br /> Officer. <br /> 5. The Discharger shall submit a report that evaluates its ability to comply with Effluent <br /> Limitation B. 5., and Receiving Water Limitations F. 9. and F. 10. for temperature <br /> within 180 days of adoption of this Order, for approval by the Executive Officer. <br /> 6. The Discharger shall conduct monitoring for mercury as specified in the Monitoring and <br /> Reporting Program. If after review of the monitoring results it has been determined that <br /> the discharge has a reasonable potential to cause or contribute to an exceedance of a <br />
