INFORMATION SHEET <br /> CITY OF LODI -3- <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> PRETREATMENT <br /> The permit specifies pretreatment requirements in conformance with 40 CFR Part <br /> 403. Quarterly and annual reports are required to be submitted which detail the <br /> Discharger's pretreatment activities, its compliance status, and any <br /> modifications, including a timeschedule, to correct any violations. <br /> INLAND SURFACE WATERS PLAN/ENCLOSED BAYS AND ESTUARIES PLAN <br /> The permit addresses provisions of the ISWP and the EBEP. The Discharger is <br /> required to complete an Effluent and Receiving Water Quality Assessment. Based <br /> on the results, the Board may reopen and modify the Order. <br /> In addition, the Discharger is required to meet an effluent toxicity limitation <br /> of 10 TUB. Effluent toxicity testing, outlined in the Monitoring and Reporting <br /> Program, must be conducted in accordance with EPA guidelines. If the effluent <br /> consistently exceeds the chronic toxicity limit (three consecutive tests greater <br /> than 10 TUB) , the Discharger is required to investigate the problem, and take all <br /> reasonable steps to reduce or eliminate the toxicity. <br /> The calculation of the chronic toxicity effluent limitation of 10 TUB was based <br /> on a modification of equation 2(b) ,page 12 of the ISWP. The dilution ratio (D) <br /> was based on the dilution study performed by the Discharger, where D = (Qb+Qe)/Qe, <br /> a modification of the expression used in equation 2(b) . Based on the minimal <br /> information developed by the Discharger, D was measured to be 10 at location R2. <br /> Cb, the background level of toxicity, was assumed to be zero, and Co, the water <br /> quality objective, was 1 TU,. As stated previously, further dilution studies are <br /> required. If dilution at the inlet to Dredger Cut or in Bishop Cut or White <br /> Slough is found to be significantly different from the original estimate, the <br /> permit can be reopened and modified to include a more stringent effluent limit. <br />
