WASTE DISCHARGE REQ*MENTS ORDER NO. 5-00- • <br /> -22- <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT ' <br /> SAN JOAQUIN COUNTY <br /> 11. The discharger shall conduct monitoring of groundwater upgradient and down gradient <br /> of the wastewater treatment facilities and the reclamation and biosolids disposal areas. <br /> An adequate number of wells shall be constructed to evaluate the impacts of the <br /> operations. Within 270 days of adoption of this permit, the Discharger shall submit a <br /> report regarding the adequacy of the existing wells for this purpose, and the need for <br /> additional well(s). Plans and specifications for any additional well(s) shall be submitted <br /> to Board staff for review and approval prior to construction, and shall be installed within <br /> 90 days of approval. Any additional reclamation and/or biosolids disposal areas need <br /> adequate wells in place prior to use of those areas. <br /> If monitoring of the groundwater indicates that the discharge has caused an increase in <br /> constituent concentrations at the point of compliance, as compared to background, the <br /> Discharger will be required to conduct a study of the extent of groundwater degradation. <br /> If the study indicates the discharge has incrementally increased concentrations in <br /> groundwater, enforcement actions may be pursued and/or this permit may be reopened <br /> and modified. For purposes of this Provision, points of compliance will be established <br /> as near to the discharge areas as practical, but shall not extend beyond property owned or <br /> controlled by the Discharger. <br /> 12. The Discharger shall use the best practicable cost-effective control technique currently <br /> available to limit mineralization of both the domestic and industrial wastewater to no <br /> more than a reasonable increment. The Discharger shall submit a plan to limit <br /> mineralization within 180 days of adoption of this Order for approval by the Executive <br /> Officer. <br /> 13. The Discharger shall comply with all the items of the "Standard Provisions and <br /> Reporting Requirements for Waste Discharge Requirements (NPDES)", dated 1 March <br /> 1991, which are part of this Order. This attachment and its individual paragraphs are <br /> referred to as "Standard Provision(s)". <br /> 14. The Discharger shall comply with Monitoring and Reporting Program No.2000-**** <br /> which is a part of this Order, and any revisions thereto as ordered by the Executive <br /> Officer. <br /> 15. When requested by EPA, the Discharger shall complete and submit Discharge <br /> Monitoring Reports. The submittal date shall be no later than the submittal date <br /> specified in the Monitoring and Reporting Program for Discharger Self Monitoring <br /> Reports. <br /> 16. This Order expires on and the Discharger must file a Report of Waste <br /> Discharge in accordance with Title 23, CCR, not later than 180 days in advance of such <br />
