Carlton, Executive Officer <br /> California Regional Water Quality Control Board <br /> Central Valley Region <br /> 3443 Routier Road, Suite A <br /> Sacramento, CA 95827-3003 <br /> Dear Mr. Carlton: <br /> TENTATIVE WASTE DISCHARGE REQUIREMENTS FOR CITY OF LODI WHITE SLOUGH <br /> WATER POLLUTION CONTROL PLANT WASTEWATER TREATMENT PLANT <br /> This letter is in response to your November 15, 1999 memo. Department of Health Services <br /> (DHS) has reviewed the subject tentative waste discharge requirements (WDRs) and offers the <br /> following comments. <br /> General Comments <br /> 1. The WDRs indicate that the receiving waters are used for body contact recreation, and <br /> may also be used for irrigating food crops. The WDRs also indicate that the average <br /> dilution ratio provided by the receiving waters is very low, ranging from 0:1 in Dredger <br /> Cut to 4:1 in White Slough. Given these circumstances, DHS concurs with the Regional <br /> Water Quality Control Board's (RWQCB) proposed waste discharge requirements, and <br /> recommends that the effluent meet the following requirements to protect the public from <br /> risk of infection: <br /> a) The effluent must be oxidized, coagulated and filtered. <br /> b) The effluent must meet the following criteria: <br /> Total coliform counts should not exceed: o N <br /> • a median of 2.2 MPN/100 ml for the last seven daily samples cam, ��:• <br /> 23 MPN/100 ml in more than one sample in any 30-day period N �� " <br /> (samples should be collected on a daily basis) <br /> Turbidity should not exceed: <br /> • a daily average of 2 NTU <br /> • 5 NTU more than 5% of the time o <br /> • 10 NTU at any time <br /> (turbidity should be monitored continuously with a recording turbidimeter) <br /> 2. Based on discussions with RWQCB staff, it appears that an engineering report (as <br /> required under Section 60323, Title 22, California Code of regulations) has never been <br /> prepared for the recycled water application. DHS recommends that the RWQCB require <br /> the City of Lodi to prepare and submit the required report for review and approval. DHS' <br /> "Guidelines for the Preparation of an Engineering Report" should be provided directly or <br /> by reference. <br />
