WASTE DISCHARGE REQ*MENTS ORDER NO. 5-00- -2-
CITY OF LODI
WHITE SLOUGH WATER POLLUTION CONTROL PLANT
SAN JOAQUIN COUNTY
Monitoring results for other constituents did not indicate that any would be discharged at a
level that would cause, have the reasonable potential to cause,or contribute to an in-stream
excursion above a narrative or numerical water quality standard.
2 Based on 13 analyses from 1992 through 1995.
4. The majority of the untreated industrial wastewater is collected in a separate sewer. The primary
source of the untreated industrial wastewater is derived from food processing wastes, with
smaller volume flows from metal finishers. Flows range from 180 to 290 million gallons per
year, with the highest flows to the plant associated with the canning season. Untreated industrial
wastewater is reclaimed in the summer by flood irrigation of 950 acres of agricultural land
owned by the Discharger. During the winter the industrial wastewater is stored in 40 acres of
ponds. The reclamation areas are shown on Attachment B, a part of this Order, and listed
below:
Assessor Parcel No. Assessor Parcel No.
055-120-01 055-130-14
055-120-07 055-150-11
055-120-08 055-150-12
055-130-01 055-150-14
055-130-03 055-150-15
055-130-04 055-150-17
055-130-13
5. Review of self monitoring reports from June 1998 through August of 1999 indicates that waste
water applied to reclamation fields had the following characteristics:
Application did not occur from December 1998 through March 1999.
Reclaimed waste flows (during application) ranged from 0.54 mgd to 10.66 mgd.
BODS ranged from 21 mg/1 to 1344 mg/I (August 1999).
Total dissolved solids ranged from 430 mg/l to 1658 mg/l.
Specific conductance ranged from 620 µmhos/cm to 1694 µmhos/cm.
6. The Discharger is exploring the purchase of 500 additional acres of land for reclamation usage.
The land is immediately south of the existing Discharger-owned property on Assessor Parcel
Nos. 055-120-05, 055-120-09, and 055-120-10. This area is also shown on Attachment B.
7. A fact sheet containing information regarding the facility and the regulatory basis for these
requirements is included as Attachment C, and is a part of this Order.
8. Unchlorinated domestic effluent is mixed with the untreated industrial wastewater(and is
collectively referred to as reclaimed water) and used for reclamation when untreated industrial
wastewater flows are less than that needed to meet irrigation needs on the Discharger's property.
