Conclusion
For the foregoing reasons, the City requests that the Regional Board modify the
tentative permit in the following manner:
1. Provide time for the City to (a) collect effluent data via clean sampling
techniques for analysis for cyanide, zinc, and lead and (b) based on that
data, determine whether water quality-based effluent limits for those
parameters are required to protect the designated uses of the receiving
water;
2. Revise the disinfection requirements to reinstate the 23 MPN/100 ml
assessed as a 30-day median not to exceed 500 MPN in more than one
sample and to delete the turbidity effluent limitation;
3. Revise receiving water limitations in accordance with the relief requested
above;
4. Change the BOD to CBOD to eliminate interference; and
5. Remove the mass limitations from the permit or in the alternative,
calculate the mass limitations based on the design flow of 8.5 mad.
NPDESPermitComments Exhibit 2 Page 25 12/17i99
