Box 3006 <br /> Lodi, CA 95241-1910 <br /> INSPECTION REPORT TRANSMITTAL, CITY OF LODI,`VHITE SLOUGH - WATER <br /> POLLUTION CONTROL FACILITY, SAN JOAQUIN COUNTY <br /> Enclosed you will find a copy of the City of Lodi,White Slough WPCF inspection report. The <br /> inspection was conducted on 20 June 2003. The following concerns were noted during the inspection: <br /> 1. The facility produces odors that cause stress in humans and has been discussed with the City of <br /> Lodi. Odors observed by the Regional Board staff onsite are significant. Regional Board staff <br /> offsite and off duty has observed odors that cause stress in humans when passing by the facility. <br /> The Waste Discharge Requirements (WDRs) require that objectionable odors shall not be <br /> perceivable beyond the limits of the disposal areas or property owned by the Discharger in the <br /> Pond Specifications C.1, Reclamation Specifications D.17, and biosolids specifications E.12. <br /> 2. The WDRs require the Discharger to provide warning signs for the public to limit access or <br /> direct contact with wastewater. The requirement is in Reclamation Specifications D.6 and D.14 <br /> and Provisions H.3. Especially in the case of wastewater applied to land the Discharger must be <br /> compliant because the discharge is undisinfected secondary wastewater blended with untreated <br /> industrial wastewater. <br /> 3. The Discharger reports that tail water and storm water control is in use around the entire facility <br /> and that tail water and storm water cannot Ieave the facility. This site characteristic was <br /> unverifiable. The Discharger maintains that access around the entire site is not available to verify <br /> the tail water and storm water control. <br /> During the inspection significant odors were observed at the City of Lodi's property boundary. Three <br /> additional odor complaints were received from independent off-site observations. California Water <br /> Code and WDRs require that objectionable odors shall not be perceivable beyond the limits of the <br /> disposal areas or property owned by the Discharger. The WDRs require the City of Lodi to maintain <br /> California Environmental Protection Agency <br /> Z� Recycled Paper <br /> The energy challenge facing California is real.
