The notice <br /> proposes on-site improvements, use of a new outfall to Bishop Cut to increase dilution, creation of <br /> treatment wetlands, and the potential use of additional land application sites. Our comments are as <br /> follows: <br /> 1. Odor issues are a concern for municipal wastewater treatment plants. The surrounding <br /> community as well as employees may be adversely affected. Significant odors can develop with <br /> in the collection system only to be expelled at the treatment plant head works. Other treatment <br /> plant processes such as biological reactors, if improperly constructed, have the potential to <br /> release odorous compounds that create stress in humans. <br /> It appears that on-site improvements do not consider odor control issues that may significantly <br /> affect the environment. Improvements appear to be designed only to accommodate treatment <br /> capacity expansion from 7.0 to 8.5 million gallons per day. We require additional information to <br /> support the treatment plant capability to adequately treat the proposed expansion capacity. <br /> 2. Significant environmental impacts may result if the assimilative capacity of Bishop Cut is <br /> exceeded. The City of Lodi has not provided enough information to support the relocation of the <br /> outfall to Bishop Cut or Regional Board approval of dilution credits using that new outfall: <br /> 3. Currently the City of Lodi is evaluating impacts on groundwater quality from existing land <br /> application sites. Treated municipal wastewater is blended with untreated industrial wastewater <br /> and land applied. It is possible that significant impacts to the surrounding community and <br /> groundwater quality could result from the application of wastewater to wetlands and/or land <br /> application sites.
