The interim mass effluent limit for mercury shall not exceed 1.36 lbs per twelve month <br /> on a running average, subject to the condition stated below: <br /> a) In calculating for compliance, the Discharger shall count all non-detect measures at <br /> one-half of the detection level and apply the monthly average daily flow. If <br /> compliance with the effluent limit is not attained due to the non-detect contribution, <br /> the Discharger will improve and implement available analytical capabilities and <br /> compliance will be evaluated with consideration of the detection limits. <br /> b) Twelve month mass loadings should be calculated for each calendar month. For <br /> monthly measures, calculate monthly loadings using average monthly flow and the <br /> average of all mercury analyses conducted that month. The Discharger shall submit <br /> a cumulative total of mass loadings for the previous twelve months with each Self- <br /> Monitoring report. Compliance will be determined based on the previous 12-month <br /> moving averages over the previous twelve months of monitoring. <br /> c) The effluent limit will not become effective until 1 January 2004, or one year after <br /> establishment of a watershed mercury loading offset program has been approved by <br /> the Regional Board as a Basin Plan amendment and accepted by US EPA, whichever <br /> occurs last. <br /> r <br /> 5. The arithmetic mean of 20°C BOD (5-day) and total suspended solids in effluent <br /> samples collected over a monthly period shall not exceed 15 percent of the arithmetic <br /> mean of the values for influent samples collected at approximately the same times during <br /> the same period (85 percent removal). <br /> 6. The maximum effluent temperature shall not exceed the natural receiving water <br /> temperature by more than 20°F, in accordance with the time schedule in Provision H.2. <br /> 7. The discharge shall not have a pH less than 6.5 nor greater than 8.5. <br /> 8. The 30-day average dry weather effluent flow shall not exceed 7.0 mad. If the <br /> Discharger is able to submit adequate evidence that increasing the effluent discharge <br /> flow rate to the receiving water will not cause violations of the dissolved oxygen water <br /> quality objective, the permit may be reopened to increase the 30-day average dry <br /> weather effluent flow to 8.5 mad. <br /> 9. Survival of aquatic organisms in 96-hour bioassays of undiluted waste shall be no less <br /> than: <br /> Minimum for any one bioassay - - - - - - - - - - - - - - - - - - 70% <br /> Median for any three or more consecutive bioassays - - - - 90% <br />
