WASTE DISCHARGE O REQUIREMENTS ORDER NO. -00-031 • - <br /> Q 20- <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> G. Groundwater Limitations: <br /> 1. The discharge of reclaimed water and biosolids or the ponding of wastewater shall not <br /> cause underlying groundwater to contain waste constituents in concentrations greater <br /> than background water quality at or beyond the point of compliance. Points of <br /> compliance will be established not more than 250 feet from the outside edge of fields <br /> irrigated with reclaimed wastewater or fields where biosolids have been applied, and <br /> shall not extend beyond the exterior boundary of property owned or controlled by the <br /> Discharger. The locations of all groundwater monitoring wells shall be approved by <br /> Board staff prior to installation. <br /> 2. Any incremental increase in waste constituent concentrations within the point of <br /> compliance, when compared to background, shall not exceed the increase typically <br /> caused by the percolation of domestic wastewater. <br /> 3. The discharge shall not cause the groundwater to exceed water quality objectives, <br /> unreasonably affect beneficial uses, or cause a condition of pollution or nuisance. <br /> 4. The discharge shall not cause total coliform organisms to exceed a most probable <br /> number of 2.2/100 ml over any seven-day period. <br /> H. Provisions: <br /> r <br /> 1. The Discharger shall maximize land disposal of effluent. The Discharger shall submit a <br /> plan to maximize land disposal of effluent within 180 days of adoption of this Order <br /> for approval by the Executive Officer. This report shall comply with the requirements of <br /> Section 60323, Title 22, of the California Code of Regulations. _ <br /> 2. The Discharger shall comply with the following time schedule to meet Prohibition A.3, <br /> Effluent limitations B.3. and B.6., and Receiving Water Limitations F.1. and F.10.: <br /> Compliance Report <br /> Task Date Due <br /> Begin Design 1 March 2001 1 April 2001 <br /> Complete CEQA Process 1 December 2001 1 January 2002 <br /> Final Plans and Specifications 1 February 2002 1 March 2002 <br /> Begin Construction 1 May 2002 1 June 2002 <br /> Full Compliance 1 May 20.04 1 June 2004 <br /> The Discharger shall submit to the Board on or before each compliance report due date, <br /> the specified document or, if appropriate, a written report detailing compliance or <br /> noncompliance with the specific schedule date and task.
