WASTE DISCHARGE REQUIREMENTS ORDER NO. 5-00-031 -24- <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> 1991, which are part of this Order. This attachment and its individual paragraphs are <br /> referred to as "Standard Provision(s)". <br /> 14. The Discharger shall comply with Monitoring and Reporting Program No.5-00-031, <br /> which is a part of this Order, and any revisions thereto as ordered by the Executive <br /> Officer. <br /> 15. When requested by EPA, the Discharger shall complete and submit Discharge <br /> Monitoring Reports. The submittal date shall be no later than the submittal date <br /> specified in the Monitoring and Reporting Program for Discharger Self Monitoring <br /> Reports. <br /> 16. This Order expires on 28 January 2005 and the Discharger must file a Report of Waste <br /> Discharge in accordance with Title 23, CCR, not later than 180 days in advance of such <br /> date in application for renewal of waste discharge requirements if it wishes to continue <br /> the discharge. <br /> 17. The Discharger shall enforce the Pretreatment Standards promulgated under Sections <br /> 307(b), 307(c) and 307(d) of the Clean Water Act. The Discharger shall perform the <br /> pretreatment functions required by 40 CFR Part 403 including but not limited to: <br /> a. Adopting the legal authority required by 40 CFR 403.8(f)(1); <br /> r <br /> b. Enforcing the Pretreatment Standards of 40 CFR 403.5 and 403.6; <br /> c. Implementing procedures to ensure compliance as required by 40 CFR <br /> 403.8(f)(2); and _ <br /> d. Providing funding and personnel for implementation and enforcement of the <br /> pretreatment program as required by 40 CFR 403.8(f)(3). <br /> 18. The Discharger shall implement its approved pretreatment program and the program <br /> shall be an enforceable condition of this permit. If the Discharger fails to perform the <br /> pretreatment functions, the Regional Water Quality Control Board (RWQCB), the State <br /> Water Resources Control Board (SWRCB) or the U.S. Environmental Protection <br /> Agency (U.S. EPA) may take enforcement actions against the Discharger as authorized <br /> by the Clean Water Act. <br /> 19. The Discharger shall implement, as more completely set forth in 40 CFR 403.5, the <br /> necessary legal authorities, programs, and controls to ensure that the following <br /> incompatible wastes are not introduced to the treatment system, where incompatible <br /> wastes are: <br /> a. Wastes which create a fire or explosion hazard in the treatment works; <br />
