A copy <br /> of our inspection report is enclosed. <br /> Based on our inspection of the facility, interviews with assistant plant superintendent and chief <br /> operator, and review of the January 2000 self monitoring report, this incident violated Order <br /> No. 93-030, NPDES Permit No. CA0079243. These violations are cited in the enclosed inspection <br /> report and are summarized as follows: <br /> WDR Order No. 93-030, Effluent Limitation B.2. The excursion violated effluent chlorine limitation <br /> of 0.1 mg/1 daily maximum allowable. <br /> Standard Provision and Reporting Requirement General Provision A.6. The Discharger did not <br /> properly operate and maintain the chlorine analyzers. Also, the Discharger did not operate necessary <br /> equipment to notify staff of the excursion, allowing it to continue for several hours. <br /> Standard Provision and Reporting Requirement, General Provision A.17. The Discharger did not <br /> adequately evaluate the nature and extent of the impact caused by the violation. <br /> Pursuant to Section 13267 of the California Water Code, the City of Lodi is required to submit to the <br /> Regional Board a written report, which summarizes a technical report covering the following subjects: <br /> 1) Pursuant to Standard Provision and Reporting Requirement, General Provision A.6., the <br /> Discharger shall develop and submit a maintenance schedule for the chlorine analyzers.
