A copy
of our inspection report is enclosed.
Based on our inspection of the facility, interviews with assistant plant superintendent and chief
operator, and review of the January 2000 self monitoring report, this incident violated Order
No. 93-030, NPDES Permit No. CA0079243. These violations are cited in the enclosed inspection
report and are summarized as follows:
WDR Order No. 93-030, Effluent Limitation B.2. The excursion violated effluent chlorine limitation
of 0.1 mg/1 daily maximum allowable.
Standard Provision and Reporting Requirement General Provision A.6. The Discharger did not
properly operate and maintain the chlorine analyzers. Also, the Discharger did not operate necessary
equipment to notify staff of the excursion, allowing it to continue for several hours.
Standard Provision and Reporting Requirement, General Provision A.17. The Discharger did not
adequately evaluate the nature and extent of the impact caused by the violation.
Pursuant to Section 13267 of the California Water Code, the City of Lodi is required to submit to the
Regional Board a written report, which summarizes a technical report covering the following subjects:
1) Pursuant to Standard Provision and Reporting Requirement, General Provision A.6., the
Discharger shall develop and submit a maintenance schedule for the chlorine analyzers. The
maintenance schedule should be in the form of updated standard operating procedures.
California Environmental Protection Agency
Ca Recycled Paper
J
