Box 447 <br /> Stockton, CA 95201 <br /> REPORT OF RECENT INSPECTION AND NOTICE OF VIOLATION, THORNTON SEWER <br /> PLANT, SAN JOAQUIN COUNTY <br /> The discharge of domestic wastewater from Mokelumne Manor to the Thornton Sewer Plant in <br /> San Joaquin County is regulated by Waste Discharge Requirements (WDRs) Order 94-101. <br /> Wastewater is treated in an Imhoff tank and disposed of in percolation and evaporation ponds. <br /> The Housing Authority of San Joaquin County (Discharger) owns and operates the sewer plant <br /> and disposal ponds. <br /> On 29 March 2013, Central Valley Regional Water Quality Control Board staff issued a Notice of <br /> Violation (NOV) to the Discharger for deficient monitoring and excessive erosion and vegetation <br /> growth within the wastewater disposal ponds. The NOV required the Discharger to correct <br /> monitoring deficiencies and submit a vegetation and erosion control plan by 15 May 2013. As of <br /> the date of this letter, staff has not received the vegetation and erosion control plan. <br /> On 22 January 2014, staff performed a follow-up inspection of the wastewater disposal ponds. <br /> A photographic inspection log is enclosed for your information. Below is a summary of staff's <br /> observations. <br /> • The ponds are fenced to preclude public access. <br /> • Vegetation in the pond has been reduced since staff's previous inspection in 2013. <br /> • The inner berms separating the individual wastewater ponds are no longer visible (figure1). <br /> The ponds now appear as a single triangular shaped pond. <br /> • The inner bank of the perimeter berm, which surrounds the ponds is lined with plastic and <br /> sandbags (figure 2, 3 and 4). The liner is deteriorated beyond repair. Additionally, pieces of <br /> the liner have blown out of the pond and are adjacent to fence and frontage road. <br /> • Significant erosion of the inner bank of the perimeter berm was observed (figure 2 and 4). <br /> Sections of the inner berm, as well as the liner appear to be sloughing into the pond. <br /> Discharge Specification 5. of WDRs Order 94-101 states, "Ponds shall be managed to <br /> prevent breeding of mosquitoes. In particular. A. An erosion control program should assure <br /> that small coves and irregularities are not created around the water surface. B. Weeds shall <br /> KARL E.
