Groundwater Monitoring Workplan <br /> NPDES permit, Order No. 5-00-031 <br /> White Slough Water Pollution Control Facility (WSWPCF) <br /> City of Lodi, San Joaquin County <br /> January 8, 2001 <br /> The City of Lodi has historically monitored seven (7) existing monitoring wells in the <br /> vicinity of the WSWPCF. The approximate locations of these wells (WSM1 through <br /> WSM7) are shown on Attachment 1. One of the conclusions of the Groundwater <br /> Evaluation Report for the City of Lodi WSWPCF dated October 2000 was that the <br /> existing monitoring wells are insufficient to adequately evaluate the potential impacts of <br /> the WSWPCF on nitrate concentrations in groundwater. The Conclusions and <br /> Recommendations sections of the Groundwater Evaluation Report are attached as <br /> Attachment 2. <br /> In response to Recommendation No. 1 from the Groundwater Evaluation Report, the City <br /> is expanding its groundwater monitoring system to better understand the impacts of <br /> WSWPCF operations on local groundwater. Nine (9) new monitoring wells are being <br /> added to the City's monitoring program. The approximate locations of these wells (P1 <br /> through P9) are shown on Attachment 1. Monitoring wells P5 and P9 were installed in <br /> December 2000 as part of the City's ongoing Percolation Treatment/Disposal Pilot Study. <br /> These two monitoring wells will be used for both the Pilot Study and for long-term <br /> groundwater monitoring. Wells P5 and P6 were installed in accordance with the Well <br /> Standards published by the San Joaquin County Public Health Services Environmental <br /> Health Division and inspected by the County. <br /> The basic construction details and general specifications for the new monitoring wells are <br /> included as Attachments 3, 4, and 5. Soils will be logged during drilling using the <br /> Unified Soil Classification System. The wells will be installed in accordance with San <br /> Joaquin County permit requirements. Access agreements will be secured for any <br /> groundwater monitoring wells that are located on property not owned by the City of Lodi. <br /> In response to Recommendation No. 2 from the Groundwater Evaluation Report, all <br /> existing and new monitoring wells (16 total) will be surveyed to record the elevation of <br /> the top of each well casing. The survey will be based on the current San Joaquin County <br /> datum. <br /> In response to Recommendation Nos. 3 through 5 from the Groundwater Evaluation <br /> Report, new protocols will be developed for(1) groundwater sampling and measuring, <br /> (2) noting conditions of canals near monitoring wells at time of sampling, and (3) <br /> documenting the monthly summaries of wastewater and biosolids application by area. <br /> The City intends to have the new monitoring wells installed and surveyed by April 31, <br /> 2001.
