<br /> 39. The owner or operator shall conduct and provide source test information annually regarding the exhaust gas NOx and
<br /> CO concentration corrected to 15%02 (dry). EPA Methods 7E or 20 shall be used for NOx emissions. EPA Methods
<br /> 10 or IOB shall be used for CO emissions. EPA Methods 3, 3A, or 20 shall be used for Oxygen content of the exhaust

<br /> 40. The owner or operator shall conduct and provide source test information annually regarding,the NH3 emissions,and
<br /> shall be measured using BAAQMD Method ST-1B. [District NSR Rule and District Rule 1081] Federally Enforceable

<br /> 41. Source testing shall be conducted using the methods outlined in this permit and procedures approved by the District.
<br /> The District must be notified 30 days prior to any compliance source test, and a source test plan must be submitted for
<br /> approval 15 days prior to testing. The results of each source test shall be submitted to the District within 60 days

<br /> 42. If the turbine is fired on PUC-regulated natural gas,then maintain on file copies of natural gas bills. [District Rule
<br /> 2520, 9.3.2] Federally Enforceable Through Title V Permit
<br /> 43. If the turbine is not fired on PUC-regulated natural gas, then the sulfur content of the natural gas being fired in the
<br /> turbine shall be determined using ASTM method D 1072,D 4468,D 6667 or D 3246. [40 CFR 60.335(b)(10)(ii)]

<br /> 44. If the turbine is not fired on PUC-regulated natural gas,the sulfur content of each fuel source shall be documented in a
<br /> valid purchase contract, a supplier certification,tariff or transportation contract or tested daily in accordance with the
<br /> requirements of 40 CFR 60.334(h)(3)or(i)(2). [40 CFR 60.334(h)(3)and(i)(2)] Federally Enforceable Through Title

<br /> 45. The operator shall submit a quarterly report of excess emissions and monitor downtime as defined and specified in 40
<br /> CFR 60.334(b)(3)and 0). Excess emissions shall be reported for all periods of unit operation,including startup,
<br /> shutdown and malfunction. [40 CFR 60.334(b)(3) and(j)] Federally Enforceable Through Title V Permit
<br /> 46. A daily log showing the hourly rate of ammonia injection and the pressure drop across the catalyst shall be maintained
<br /> on the premises at all times. [District NSR Rule] Federally Enforceable Through Title V Permit
<br /> 47. Compliance with permit conditions in the Title V permit shall be deemed compliance with the following subsumed
<br /> requirements: Rules 404(Madera),406(Fresno), and 407 (Kings,Merced, San Joaquin,Tulare,Kern, and Stanislaus)
<br /> as of the date of permit issuance. A permit shield is granted from these requirements. [District Rule 2520, 13.2]

<br /> 48. Compliance with permit conditions.in the Title V permit shall be deemed compliance with the following applicable
<br /> requirements: 40 CFR 60.332(a)(1), (b), 60.333 (b); 60.334, (b)(1), (b)(2), (b)(3), (h)(3), (i)(2), 0)(3); 60.335(a),
<br /> (b)(1), (b)(2), and(b)(10)(ii); and District Rule 4703 (as amended 4/25/02), Sections 5.1.1, 5.2, 6.1, 6.3.1, 6.3.3, 6.4,
<br /> 6.4.5, and 6.4.6. A permit shield is granted from these requirements. [District Rule 2520, 13.2] Federally Enforceable
<br /> Through Title V Permit
<br /> 49. Compliance with permit conditions in the Title V permit shall be deemed compliance with the following applicable
<br /> requirements: 40 CFR 60.7(b), 60.8(a), (c), (d), and 60.13(b); District Rules 1080 (as amended 12/17/92), Sections
<br /> 6.3, 6.4, 6.5, 7.0, 7.1, 7.2, 7.3, 8.0, 9.0, 10.0, and 11.0; and 1081 (as amended 12/16/93) as of the date of permit
<br /> issuance. A permit shield is granted from these requirements. [District Rule 2520, 13.2] Federally Enforceable

<br /> 50. The owners and operators of each affected source and each affected unit at the source shall have an Acid Rain permit
<br /> and operate in compliance with all permit requirements. [40 CFR 72] Federally Enforceable Through Title V Permit
<br /> 51. The owners and operators and, to the extent applicable, designated representative of each affected source and each
<br /> affected unit at the source shall comply with the monitoring requirements as provided in 40 CFR part 75. [40 CFR 75]
