- J , <br /> � 1 <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> RESOLUTION NO. 94-321 <br /> WAIVER OF <br /> REPORT OF WASTE DISCHARGE <br /> AND <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> NORTHERN CALIFORNIA POWER AGENCY <br /> CLASS I INJECTION WELL <br /> SAN JOAQUIN COUNTY <br /> WHEREAS, the Board received a draft Underground Injection Control (UIC) permit <br /> (UIC Permit #CAI94000002) from the United States Environmental Protection Agency <br /> (EPA), on 2 September 1994; and <br /> WHEREAS, EPA proposes to issue to Northern California Power Agency an UIC. <br /> Permit for a Class I nonhazardous well; and <br /> WHEREAS, the Class I nonhazardous well will be used to inject wastewater <br /> consisting of brine from ultrafiltration units and reverse osmosis units, cooling tower <br /> blowdown, and boiler blowdown, at a maximum rate of 200 gallons per minute; and <br /> WHEREAS, injection shall be limited to the lower Domengine Formation between <br /> approximately 4234 and 4507 feet below the ground surface; and <br /> WHEREAS, the total dissolved solids of the lower Domengine Formation fluid is <br /> approximately 14,000 mg/l; and <br /> WHEREAS, Water Code Section 13260(a) states in part that any person operating or <br /> proposing to construct an injection well shall file with the regional board a report of the <br /> discharge; and <br /> WHEREAS, Water Code Section 13260(b) states that no Report of Waste Discharge <br /> need be filed if the requirement is waived pursuant to Section 13269; and <br /> WHEREAS, Water Code Section 13263(a) states in part that the regional board, after <br /> any necessary hearing, shall prescribe requirements as to the nature of any proposed <br /> discharge, or material change therein; and <br /> WHEREAS, Water Code Section 13269 states in part that the provisions of Sections <br /> 13260(a), 13260(b), and 13263(a) may be waived by a regional board as to a specific <br />
