l <br /> PUBLIC NOTICE OF INTENT TO ISSUE AN <br /> UNDERGROUND INJECTION CONTROL (UIC) CLASS I PERMIT TO <br /> NORTHERN CALIFORNIA POWER AGENCY (NCPA) <br /> Purpose of Public Notice <br /> The U. S. Environmental Protection Agency (EPA) is soliciting public <br /> comments on its proposal to issue a UIC permit to Northern <br /> California Power Agency (NCPA) authorizing the underground <br /> injection of fluids into the NCPA steam injection gas turbine STIG <br /> #1 well. The Northern California Power Agency Project is located <br /> in San Joaquin County on a 90-acre parcel in Section 24, Township <br /> 3N, Range 5E, Rio Linda, approximately 7 miles east of the <br /> Sacramento Metropolitan Airport. <br /> Name and address of applicant: <br /> Northern California Power Agency <br /> 11785 Socrates Mine Road <br /> Middletown, CA 95461-663 <br /> Background <br /> As proposed, the draft permit would allow the facility to inject <br /> treated wastewater from a steam injection gas turbine (STIG) power <br /> plant generated by the NCPA Plant. The wastewater consists of: <br /> brine reject from ultrafiltration units, reverse osmosis units, <br /> cooling tower blowdown, and boiler blowdown. The maximum injection <br /> rate shall be 200 gpm. The permit does not allow the injection of <br /> hazardous wastes. <br /> NCPA has submitted all necessary information for the issuance of <br /> this draft permit, including details of well construction, <br /> operation, monitoring, and closure. <br /> The EPA has made a preliminary determination to approve the permit <br /> application as provided by Part C of the Safe Drinking Water Act <br /> and attendant regulations. <br /> Public Comments: <br /> Both the non-proprietary information submitted by the applicant and <br /> the draft permit prepared by EPA are contained in the <br /> administrative records for the proposed injection well. <br /> This material is available for public inspection at: <br /> Environmental Protection Agency, Region IX <br /> Source Water Protection Section (W-6-3) <br /> 75 Hawthorne St. <br /> San Francisco, CA 94105 <br /> Attn: Jose L.
